A Committee of Experts under the Chairmanship of Shri. Kris Gopalakrishnan has been constituted vide OM No. 24(4)2019- CLES on 13.09.2019 to deliberate on Non-Personal Data Governance Framework. The committee drafted its report which was published for Public feedback/suggestions were been sought by 13th September 2020. Based on the public feedback/suggestions, the Expert Committee has revised its earlier report and a revised draft report has been prepared for the second round of public feedback/suggestions. The feedback will help the committee finalize the report.

As we moving fast towards digital life we have to be very protective and make awareness for the use of internet and different applications. Government should make a program or channel to educate users otherwise it would dangerous situations in near future.

Govt need to protect foreign investments and cos doing business in india with innovating revolutianary ideas ,like amazon , flipkart and not harass them with fema or fdi violations , when india is promoting investment and business ,in india ,spl so as to promote local brands like reliance to establish themselves in such business like consumer field of digital .service oriented jio mart , mom and pop , any future field in which foreign co were pioneer in bringing that culture in india

Whenever govt frame any new laws ,it has to be backed by such statistics of non personal data ,so that in case of opposition or allegation , govt can show its justification that new law is based on such available non personal data which are ongoingly updated approximately ,and better for welfare of community

Rather than pvt agency selling data to enterpeuners , a govt website need to give such data free , so that enterpeuner can divise strategies and resources to tap any new business ventures , and its based on scientific non personal data , so that ventures dint fail and resources are not wasted

Generally all kinds of data survey takes lot of time & resource ,considering huge population , and ongoing increase in population thru migration or birth ,by the time survey is complete at least 5/10 pc increase or decrease happens , being volatile , fluctuating & dynamic item ,hence a method need to be derived such that any changes are automatically updated in said collected non personal data ,say thru notified govt compulsory records ,like birth record , income tax record , sales,gst etc

Non personal data also need to be with authorised authority or it can be misused by anti social , terrorist , unethical business competition , can be exploited for money or sold in blackmarket illegally or can be hacked and manipulated ,collection of non personal data thru survey of non personal queries ,need to be authentic and done by govt authority like census or aadhar card or ration card or voter card

Non personal data governance is generic statement , it need to be bifurcated into personal data and non personal data , and which agency , authority is authorised for which data ,like personal data includes all data which are not in public domain or not included in rti act , and non personal data are data in public domain and included in rti act , non personal data also need to be chanelise for creative pursuit ,and need not be exploited by vested interest rti activist ,

Non personal data are also very important , which shows the way foward ,shows the trends of masses in each fields , which enables to give direction of efforts and resources to be deployed or viceversa ,shows the statistics of present status of any projects , enables to formulate policies ,circulars , guidelines , laws ,it does not invoke any privacy of any persons ,the survey of non personal data need to be specific subject oriented ,
