Panchayats should monitor investigations. Police does not know the difference between innocent and criminals and many innocents have faced injustice. Only Ravan sees an innocent with a wrong intention. Intrusion of privacy is faced by all innocents. Police cannot proceed on investigations till it has had enough FUN on a case. Is this Kshatriya dharma?
