The Government of India has been formulating National Housing Policies to provide guidance to the State Governments to meet the growing housing shortage. The first every Housing Policy was announced in May, 1988. The National Urban Housing and Habitat Policy (NUHHP), 2007 is currently under force. A copy of the same is available at http://mhupa.gov.in/policies/duepa/HousingPolicy.2007.pdf. It is desired that the existing policy be revised to reflect the changes in the past years and taking forward the objective of “Housing for All” by 2022.

In this regard inputs are elicited for new “National Urban Housing and Habitat Policy, 2015” on the following:

1. What should be the role of Government of India in promoting “Housing for All” by 2022?
2. What should the State Governments do in achieving the said objective?
3. What should be the role of ULBS’s?
4. What role can the State Housing Boards/Corporations and other state entities play in this objective?
5. What are the key learnings from Urban Local Bodies in implementation of housing programmes?
6. What role can the private sector play in “Housing for All” by 2022?
7. What is the role of industries?
8. What should be the role of individual?
9. How to mobilize financial resources for this objective?
10. What kind of legal and regulatory frameworks are required to facilitate housing in general and “Housing for All” in particular?
11. How can more urban land be made available for housing?
12. How can linkage between employment/livelihood and housing be made more robust?
13. How to promote new building technologies for faster, robust, sustainable and environment friendly homes especially mass housing?

जहाँ तक हो सके अनुपयोगी बंजर या वर्तमान में जहाँ आबादी है वो ही भूमि नयी इमारतें बनाने में उपयोग की जाय आबादी वाले क्षेत्रों में विरल बसे क्षेत्रो का पहले उपयोग किया जाये इमारतें इस तरह बनायीं जा सकती है की उसमे सामुदायिक वातावरण विकसित हो सके जैसे छत का उपयोग पार्क के रूप में किन्ही दो मंजिलो का उपयोग दैनिक उपयोग प्रसाधन , कपडे धोने की जगह के रूप में किसी एक फ्लोर को बाज़ार के रूप में या किसी फ्लोर को मैरिज गार्डन के रूप में ग्राउंड फ्लोर को पार्किंग के रूप में काम लिया जा सकता है

Roof top farming shall be encourage utilizing kitchen waste as manure. Which will reduce waste management, gives them fresh vegetable, reduces roof heat, reduces fan energy and makes them healthy.

Roads should be wide, at least 30ft, Any parking in public road / places should be charged with private participation. All commercial and public building should have parking facility. Roof should be with Solar. Sewage water cleaning system should be there for each ward.

Amenities as below 1. underground parking 2. commercial area on ground 3. Multistory housing complex 4. Shop area on every floor 5. Recreation center 6. Medical facility 7. Green area surrounding 8. Renewable energy power for common electrical usage (human waste energy, solar & wing power) 9. Cost calculation as per saved land utilization

housing is possible with mixed utilization of various factors 1. Land utility 2. Sanitation, low cost power & health facility 3. Public transport and market. 4. Employability & livelihood possibility 5. Misuse of housing scheme 6. Further encroachment of public land in housing area

सभी तरह के आवास ऋण प्रदायकर्ता एक ही तरह की ऋण व्यवस्था का पालन करें ऋण वसूली की पुख्ता व्यवस्था हो आवास ऋण हेतू आम जनता की मदद ली जा सकती है एक आवास फण्ड बनाया जा सकता जिसमे आम नागरिक योगदान करें जिसका प्रतिफल उन्हें एक निश्चित समय के बाद प्राप्त होना प्रारंभ हो इस हेतु टैक्स में छूट घोषित की जा सकती है यदि वर्तमान टैक्स छूट प्रावधानों को समाप्त कर हाउसिंग क्षेत्र में योगदान पर टैक्स राहत घोषित हो तो लक्ष्य तेजी से भेदा जा सकता है

आवास नीति बनाते समय कुछ बाते उसमे शामिल की जा सकती है हित ग्राही उनका आवास बनते समय श्रम दान कर सकें ओर ऐसी व्यवस्था हो की उनके श्रम मूल्य का हिस्सा उनके आवास के ऋण को वापस देने में लगे दूसरा बिंदु यह की ज्यादातर आवास उन्ही स्थानों पर बनाये जाएँ हितग्राही निवास करते हैं झोपड़पट्टी के स्थान पर ईमारत बने तो मूल झोपडी निवासी की झोपडी स्थान का मूल्य उसके नए आवास के ऋण से कम किया जा सके विस्थापन निकट हो .
