Care for the environment and the abundance of trees. Currently old(50-60 year) trees are being cut for widening of roads, but that is not helping the situation. Public transportation should be improved, developing metros, overbridges etc.

Major step to make any city smart should be to make its people smart.
My suggestion is to make education better in each city and that can only be possible when the government schools are funded by government but managed privately ie school management and key decisions like teachers hiring etc should be taken by private management company. This way level of education will improve in the country which is the key to success.

To promote the organise use of solar panels which contribute a lot in making city more efficient and progressive.At day time they capture energy and at night be used in street lights variously which help in securing awesome electricity system..
