The Government of India is taking several measures for promoting the growth of the manufacturing sector in India. The Make In India campaign has been initiated with the view of driving investment in this sector by creating an environment suitable for sustained growth of manufacturing, which will lead to all-round economic benefits including employment generation and income growth. The Prime Minister’s Independence Day speech mentioning this can be seen here and his speech at the launch of the Make In India campaign can be seen here.

This requires a number of steps to be taken to ensure that investors are suitably incentivized for job-creation as well as participating in the skill upgradation of the labour force employed by them.

Suggestions received from various Ministries and other stakeholders during Government-level discussions in this regard can be seen here. These suggestions include financial incentives under the Income Tax Act, labour laws, tax incentives and subsidies for skilling of employees, upgrading and improving the employment exchanges, etc.

We invite comments regarding these ideas and suggestions regarding other incentives that can be provided by the government for employment generation in the manufacturing sector. Your suggestions may be provided in the comment box below or attached as a PDF. We request that the suggestions may be explained in sufficient detail with information about the implementation mechanism and the likely impact.

3.Skill Development" Thousands of diploma holders come out of our I.T.Is every year.If they are given specialised training in different fields and encouraged to start or employed in units to manufacture products for Defence,Railways ,Tel Communications etc.it will create jobs for youth.Industrial Parks could be reactivated and built with or wothout support of State govts.I am told Defence has budget for Rs 110000 lakh crores to buy components. This may be done urgently without waiting FDI.

2.Khadi Development: Khadi rpoduction will create rural employment and relieve the rural workers from total dependence on agriculture and provide jobs throughout the year.It also helps to improve cotton production and provide indirect rural employment.As cotton fabrics are in demand through out the world,there is tremendous EXPORT potential and earn foreign exchange. {An article by Mr.S.R.Keshava,a Post Graduate Professor at Bangalore University in IJIMS may be referred for more information.

Village Adoption: RESULTS BEFORE 2019 Each M.P.gets Rs 5 crores per annum from their fund.Rs.25 crores during their tenure of 5 years.Marvellous development work can be done if this fund is utilised properly.Lead bank officers and Agricultural officers of Nationalised Banks can be utilised for: {1},Preparation of Project reports in consultation with Panchayat heads ,village Pramukhs {2},Implementation of scheme {3},Liasoning with Govt depts and M.Ps {4}, Reviewing progress periodically.

Hon.Prime MInister,While I agree that various schemes announced including "Make In India"have large potential and will take India to higher heights in the long run VILLAGE ADOPTION,KHADI DEVELOPMENTand SKILL DEVELOPMENT If implemented under supervision of an ABLE Minister will YIELD QUICK results before 2019 and Improve RURAL ECONOMY and RURAL EMPLOYMENT.This need not depend upon FDIs and foreign technology or support.PLease ask MPs to adopt villages immediately if not done.

2) free trade agreement and GAAR free trade agreements are designed for large scale company to create monopoly as locally source goods are expensive completed to import from country with highly devalued currency so why would anyone source/manufacture in India and create employment when import is cheaper? SMEs can't create global supply chain as they are incapable so large company import here so local company shuts down and unemployment is generated.

cont. three they ask us till what time do you need duty its another joke as needs are based on domestic raw material procurement rates and till how much longer foreign countries keep dumping.

cont. second all 3 laws are too slow in implementation as they need 1 year to complete investigation and 3 year sales and revenue figures. what they don't realized that SME and others have 3 month working capital cycle so by time they take note of it its already too late and massacre is complete. so in order to earn their bread SME and other units become part of black economy as laws are biased so here law itself is responsible for creating black economy and tax evasion on large scale happens.

1) Anti dumping and allied duties are mainly 3 laws a) anti dumping b) countervailing duty c) safeguards duty Technically speaking all are designed to abuse new entrants and SMEs. Anti dumping law require that in order to file complaint a domestic producer needs to have at least 25% market share in modern competition times it means only market leader can file complaint while rest can suffer dumping or pesrish thus creating bigger market share for market leader so it can be a monopoly.
