Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

Water supply must be ensured by the government through bore-wells and river linking by canals. If the plant perishes only due to shortage of water during four month summer time, he will not be responsible for the loss and he will keep getting payment for that lost tree for another 365 days.

Anybody who plants long life trees in his own land and nourishes them for three years and undertakes not to chop the trees will get ten rupee per plant per day for life. However he/she is free to cultivate the land suitably with government support. He retains the right over the fruits/ flowers such as mahua or Sal flowers and other items generated from his/ her tree.

Forest development and tree protection must be done under PPP mode. Anybody who plants one tree everyday and nourishes it for two years in forest land must get one rupee per plant per day. After three years the plant will not be counted for remuneration. All records must be genuinely maintained and audited. It will be his/ her responsibility to protect the plant from animals and watering the trees from supply water.

There are a large number of vocationally skilled young people but there is no job opportunity available for them. The nation should use them in environment and forest protection work. Forest area must be fenced and there should be entry gates with registers and guards for scrutiny. This will be helpful to protect the trees from being stolen. Only large scale forests can save the planet from being destroyed due to climate change. Trees and forest should be seen as amrit for mankind’s future.

All skilled manpower should be engaged in environment friendly work. All industrial units must adopt forest development in ten times the size of their unit taken for industrial use. This cannot be only in pen and paper. Proper accountability must be fixed for not fulfilling the terms. License and land allotted must be cancelled if the industry is found deficient by any reputed environment audit agency.

A drop of factory pollutant wastes should not be allowed to flow to rivers. Even temple and wastes materials due to religious activities/ rituals should not be allowed to be thrown to rivers. All municipalities should have garbage management team to reuse the garbage for power generation. Throwing half burnt human bodies to River Ganga should be disallowed with immediate effect.

The new Think Tank should devise a suitable ENVIRONMENT POLICY. Environment policy should aim at promoting pollution free atmosphere. Water and air pollution due to industrialization must stop. Pollution free healthy living environment is more important than financially sound polluted living environment. All industries must have waste treatment plants both waste water and solid waste management system inside. Treated water should be reused to irrigate the nearby places.

Planning in this globalized world needs ideas and innovations to keep pace with development. A holistic body to replace the age old planning commission should thus be an amalgamation of minds from different fields and should include academically well versed citizens to research and suggest innovations and ideas in the field of education, urban planning, infrastructure development, transport etc. The diversity of composition is more likely to ensure its success.

There should be a team of all professional of Engineers IITs , managers IIMs, Scientists of different fields, Doctors of different fields, Gold Medalists in different fields, law etc. Researchers in the field of Organic Agriculture, Medicine, and Researchers in different fields. Planning Commission is where there needs very sound brainy people of nearly all fields. These people are at his place because they have done really very very hard work in their life. They All Deserve To Be In It.
