Some data can be of shared nature. Compulsorizing storage of such data may prove detrimental to new entrants in the market.
Hence, only sensitive or important data must be compulsorized via law.
For other types of data, regarding even complete deletion of data, platforms should be designed to elect bodies based on proportional representation who should have authority to form the detailed law and partial budget control (say,50%)
Considering Indian population, this will allow Indians

6. To focus should be on green energy to power the DC's.
7. The DC's should have as minimum as possible human interventions. Sort of Zero Ops automated management for day to day operations and fault taulrance.
8. Make provisions for strong encryptions standards so that data security,integrity, consistency is maintained.
9. The focus should be on achieving most of globally data complaince requirements in order to boost confidence of foreign customers.
10. Create new encrpytion standards.

Here are my suggestions
1.Data centers should have SEZ sort of dedicated areas/regions with special permissions and provisions.
2. Govt need to ensure minimum electricity outrage, which will ensure better availabilities of infrastructure.
3. The DC's region/areas must have atleast 3 electricity providers in order to protect from power failures.
4. The regions/areas dedicated for DC's should have least probability of earth quakes, flood, Tsunami for better availability. cont..

Following equipment required for Data Centers ,can certainly be made ( more & more) in India:- 1 UPS systems. 2 Orecision air conditioners 3 Server Racks. This will give further boost to Atmanirbhar Bharat . Other equipment too can be manufactured in India itself but we can get going on abovementioned straightaway .
