Ministry of Electronics and IT has drafted a Data Centre policy to benefit the Data Centre park developers/Data Centre operators as well as the allied ecosystem of the Data Centre sector. The policy envisages making India a Global Data Centre hub, promote investment in the sector, propel digital economy growth, enable provisioning of trusted hosting infrastructure to fulfill the growing demand of the country and facilitate state of the art service delivery to citizens. This document lays out a policy framework including various structural / regulatory interventions, investment promotion in the sector, possible Incentivization mechanisms along with the institutional mechanism required for the governance. The policy framework also seeks to strengthen the recently announced “AatmaNirbhar Bharat” initiative by identifying possible opportunities of manufacturing of Data Centre equipment (IT as well as non-IT) in the country. It also identifies possible areas of participation by MSMEs and Start-ups.

The policy intends to ensure sustainable and trusted Data Centre capacity within the country. This policy framework shall be followed by a detailed scheme with implementation guideline document providing the particulars of various fiscal and non-fiscal incentives to be provided to the sector by the Central and State Government.

For the same, Ministry of Electronics and IT invites citizen suggestions on the Draft Data Center Policy 2020.

Currently there is no large-scale foreign investment in data centres in the country. There is no policy or framework right now on how these global data centres hubs can be created in India. If the government has a clear cut policy around it, India could essentially become a data centre hub for global enterprises.

Govt to come foward with policy on cash use in development , which is generally hoarded and not use in development ,to save tax , such cash need to be encouraged in deploying in infrastructure , labour payments , rural development , where receipts are cash ,long term returns , industry developments , sectors where our banks desist in giving loans , highway construction with toll incentive ,the cash and chq returns shall tally post paying or not paying tax ,or use cash for financing at less rates

Encoragement of public private patnership , as that will erode redtapism ,reduce corruption ,and also will have govt monitoring the project , development and resources used wisely ,such ppp projects need to get fdi ,with govt being patner ,and govt also earning in said project ,encouraging development in india with commitment and skill set of private patner and resorces facilitation by govt and govt profiting as well as developing ,and tax also being paid in integrity with govt monitoring it

Tax benefits for foreign investment , foreign investment to be cleared in timeframe ,profit of fdi to be capped to resonable lvl ,and above that lvl of profit goods manufactured in india of there choice to be purchased or exported from india and imported by there parent country ,similarly industrialist in india to have cap on hoarding wealth , or dead investment ,beyond certain lvl they need to compulsorily invest in projects in india ,or give penalty or tax benefit ,rural investment be rewarded
