The growth of Internet penetration in India and realisation of its full potential is closely tied to the proliferation of broadband services. WLANs created using Wi-Fi technology can be used for extending the "last-mile connectivity" of broadband connections to a wider segment of users. Wi-Fi networks can offer affordable, scalable and versatile technologies that can facilitate the spread of Internet access in rural and urban areas alike.

It is felt that Wi-Fi hotspots can be proliferated in every nook and corner of the country and it should be possible to set up such hotspots by shop owners and unemployed youths. Such a model will work much like a Public Call Office (PCO) with the advantage that the operator of the Wi-Fi hotspot will not be serving the customer physically as all the transactions will happen electronically. ISPs will also be encouraged as there will be an increased consumption of data by the public. The model will also provide a boost to generation of employment in the country.

The objective of this Consultation Paper (CP) is to examine the need of encouraging public Wi-Fi networks in the country from a public policy point of view, discuss the issues in its proliferation and find out solutions for the same.

In this paper, “public Wi-Fi networks” has broader meaning and not limited to the Wi-Fi hotspot created by licensed TSP/ISP at public places. There could be small entrepreneurs or even a very small entity which would like to participate in common and shared Wi-Fi network for larger public use.

The CP raises the issues of various regulatory/licensing or policy measures required to encourage ubiquitous city-wide Wi-Fi networks as well as expansion of Wi-Fi networks in remote or rural areas. The CP also touches upon interoperability between the Wi-Fi networks of different service providers as also between cellular and Wi-Fi networks, frequency bands, payment and authentication procedure to access Wi-Fi.

b)in case assessee insist to utilize such deposits , Govt, of India may initiate transaction tax in all banking t ransactions of over Rs 10000 ( ten thousand) in the form of income surcharge @ 0.5% in the name of National Development Fund without questioning the purpose of its utilization. Such revenue received by the banks may replace the Income Tax generated at this moment & probably may exceed the present limit . contd...

By doing so , unaccounted money being transferred in the foreign country like Switzerland ,etc would be stopped & Indian economy will be improved looking to the present Parallel economy in the country. So called deposits would be popularly called Rural Development Fund & such receipts would be used by the Govt . exclusively for the marginal farmers without leving any interest/ charges.

a) deposits if kept in Rural Banks would not invite any querry from the a/c holder regarding source of Income & no interest would be offered on such deposits , on the contrary such depositors would be asked to pay incidental charges say 0.20% to the concerned Bank, as handling charges . contd...

Earlier during discussion of the eminent sr.citizen educationist in our group , it was discussed to find out alternative of the income tax . Although it is fine opportunity given by the finance ministry to avail amnesty scheme by sept. end to disclosethe un- accounted money. However in case Income tax is totally eliminated or abolished , following ways could be thought of as an alternative. contd..

I think government should make the licensing process easy for ISPs and details for applying it also be in simple language.I am coming from the rural areas of jharkhand and In jharkhand even Land Receipt are available online but unfortunately the conditions of internet in rural areas are very bad.I had prepared a project to provide WiFi facility in every rural areas of jharkhand but due to difficulties in licensing. I unable to do it.......So,pls provide help for the licensing or make prcs esy.

Arabs and even chinese goverment are doing more progress than why we are not progress. I think this is because our goverment does not know difference between country and politics. we have seen arab are very united when it comes to country progress and in india it is exactly opposite and Arabs are more better than us

Goverment has to allowed private company to run some rail and even run bus as we have lot of demand so this way it will encourage competition.

In Dubai they have system where in Bus stand you can see which bus is coming what time and how much time is remaining and it is so accurate that it never tell you wrong timing. Because of our goverment and minister we are 30 year behind even smallest city are doing more progress to us. I think goverment has to stop taking income tax from us instead we give money to private company and take the good service.

I want to give suggestion on encouraging wi-fi service in public domain . Please provide free wi-fi service in public places by aadhar enable access system to avoid misuse of data and use of internet for good cause.
