Digital India was conceived by weaving various strands of communication and information technology for digital empowerment of citizens and delivering better governance. Establishment of broadband highways forms the first pillar of Digital India. Therefore, timely commissioning of a reorganized version of National Optical Fibre Network (NOFN) is very imperative. The implementation of NOFN was not moving as per plans, TRAI had given certain recommendations on ‘Delivering Broadband Quickly: What do we need to do?’ dated 17th April, 2015. In addition, DoT had appointed an expert Committee which submitted its detailed report recommending rechristening of the project as BharatNet with three implementation models.

Some views regarding the implementation have been raised and therefore the Authority looked into one more possible alternate model –“Build-Own-Operate-Transfer” (BOOT) model. The Authority has come out with this Consultation Paper (CP) to discuss issues related to strategies to find best model of implementation for BharatNet.

Control the Quality & cost of services provided, specially private operators and BSNL & MTNL must give competitive products,cost and very important service both the govt. operators are very bad in service.

We should first implement regularity and punctuality in government offices like BSNL and MTNL. Also there is a lot of corruption in officers that take decision and planning. This is significant since government do not work itself but it depends upon the its employee. For BhartNet, BOOT model may not be a success as there are issues like infrastructure, cost control, usage price, profit sharing and grievance addressal. In most part of the country BSNL has its network and can be used for this.

Required a strong willpower to fulfill the digital India dream. BSNL needs to do their job honestly. Why the other private operators have more user base than BSNL despite of oldest and having large infrastructure available. BSNL need to work like an organization not like a govt. office. They can have the all India wide fiber network ?(an information high-way), which can be used for all govt. operations and also they can lease out the additional bandwidth.

There should be one optical fibre cable network criss-crossing the country not multiple ones. Right now every company such as Reliance Jio, Airtel, Rcom, Videocon laying their own fibre cables which quadruples the cost of achieving Digital India dream. Optical fibre cable must be set up the central and state government out of USOF with the help of private operators (Andhra Pradesh Fibre) and should be leased out to Telecom Operators. This will save the mess of infinite cables.

Enable Caching server at every exchange! Its as simple as that. In BSNL, Once every telephone exchange (which serves as local DNS) stores(caches) the frequently accessed data across its users like Windows Update files, Android apps version update packages etc, the Demand for Inward from exchange will reduce so much and ultimately QoS and Remote Ping latency can be much improved. Reply here, if I want to explain more simply... #BharatNet Not everyone accesses New resources from Internet always!..
