Sir, there is a need to create an environment for them to realise the need for literacy 1 provide free education including books 2 Provide free lunch for them 3 Make games compulsory in school- this will divert there energies away from unproductive and disruptive work and inculcate team spirit. 4 Take some work from them for 2 hours and pay them for it in return-- it is basically due to poverty that they go for some work to supplement there family income 5 Skill development / hobby be ta

then form learning clusters which are home based for those youth who do not have employment and employment based clusters for those who work.the employers shall be instructed to make arrangements and give free time for them to learn and if possible make facilities for literacy classes.In case of home based clusters classes shall be arranged in the home vicinity of the learners with minimum infrastucture.

Sir first collect the details of marginalised illiterate youth in each area.it shall also contain details like employment details and also their attitude towards literawareness campaign for those youth who acy.Non formal education is the more viable option as due to many reasons they will find it difficult to join mainstream schooling and poverty is the major reason behind this.As a part of non formal education we can create awareness among those youth who are unaware of the benefits of literacy
