in a few years/future everybody will afford a smartphone and it will become a necessity.we must seriously consider using the smartphone as a means of policing.make sure the gps data of all smartphones are updated in a private database controlled by a private person cos people with authority not misuse it.crimes that happen on the spot without any preplanning can be minimised if the criminal knows that in case a crime happens in that area,the police will get the data of nearby phones near victim.

Proper education and employment - I believe the more the percentage of educated and employed citizens is, the lesser the violence rate will be. No doubt there are countless cases in which even the educated men were found guilty of violence against women but in most cases I've noticed the rapist or the criminal guy is either uneducated person or have little to lose.

This will also be helpful- Heavy punishment with imprisonments to anyone who physically abuses any woman. (If it is confirmed that woman is not faking it.)

Stringent Laws & Stringent Regulation. There are laws to protect women but the regulation is very bad. Speedy redressals will encourage more women to come up, and eventually, the perpetrators will be punished accordingly.
