राष्ट्रीय स्वास्थ्य नीति - एनएचपी 2015 का मसौदा तैयार कर लिया गया है और पणधारकों के परामर्श हेतु सार्वजनिक डोमेन में रख दिया गया है। नीति के संबंध में सुझाव/टिप्पवणियां/प्रतिक्रिया आमंत्रित की गई हैं जिसमें अन्य् बातों के साथ-साथ निम्नेलिखित व्या पक क्षेत्र शामिल है: लक्ष्यह, सिद्धांत, उद्देश्यद, नीतिगत निर्णय, निवेश, निवारक और संवर्द्धक स्वास्थ्य, सार्वजनिक स्वास्थ्य देखभाल प्रदानगी, स्वास्थ्य के लिए मानव संसाधन, स्वास्थ्य देखभाल का वित्तलपोषण और निजी क्षेत्र को शामिल करना, विनियामक ढ़ाचा, चिकित्साा प्रौद्योगिकियां, स्वास्थ्य और स्वास्थ्य सूचना जरूरतों के लिए आईसीटी, स्वास्थ्य के लिए जानकारी, गवर्नेंस, स्वास्थ्य देखभाल के लिए विधिक ढ़ाचा और सूचना का अधिकार।

There are many factors that can contribute to misconduct: poor training, professional cuts or profit sharing to clinics and practitioners , ineffective ethics programs, shrinking markets for analytical services, and greater economic incentives for laboratories to implement cost-cutting measures are leading to wrong or fake diagnostics reports, thereby leading to wrong diagnosis and prognosis of patients health conditions and endangering patients life.

2.18. Investment in Health Care:it shows the weaknesses of india due to lobbying of the politicians most of the funds are diverted for the private health care corporates and mismanagement of the funds for payment to the private firms for surgeries which are not necessary.even still the govt. is giving govt.hopitals for private management named as outsousing services of private doctors in place of appointing staff. A diagnostics laboratory’s best protection against fraudulent activity is the effective implementation of strong, proactive, and independent ethical practices and Quality Systems. The routine practice of laboratory management spot checking a percentage of manipulations and integrations of lab data performed in diagnostics laboratories would send a strong message to diagnostics laboratory staff that you are committed to ensuring that they follow proper laboratory procedures, identify improprieties, and correct them immediately. Of particular concern is the fraudulent practice of using improper methods and techniques in blood samples analysis to falsify test results and to make the control samples appear to meet quality control requirements and to finally give patients normal results or slightly higher normal ranges to meet the date today practice and save reagents and machine expenses. It is seen more in laboratory runned by unqualified individual with no medical or with minimal diagnostics knowledge.

In a continuing effort to deter these practices, As an responsible citizen and qualified healthcare professional , working hard and seek an appropriate justice , to prosecute all of Diagnostic laboratory fraud. These efforts to date must result in substantial fines, penalties, incarcerations, federal suspension and debarment actions, and unethical diagnostics laboratory closures.
