All Smart cities should have a police chief chosen by mayor on salary paid by Municipal corporation a la NYPD. I know law and order is state subject but for nagar nigams it can be passed on to city government through parliament. Right to recall for ward members and mayor after every two years. Unless the city government is made more powerful and responsible smart city will be a distant dream. Although I shudder to say so after seeing BMC but I think passing law and order to municipalities

Along with mr.shubham sarag point of views I just wanna add few things...transportation system should be improved i.e rapid rail transport system b/w delhi and meerut because there r lots of people who travelles on daily basis...and more over our local metro rail network. And second most area is electricity department. .Gov. should focus on it and keep an eye on electricity leakages...through vigilance .

n line with the motive of Swachh Bharat, request to please start the implementation of garbage segregation at home.Start with a locality as a model example and implement across the city.Knowledge sharing activity can be done to educate folks.Unsure how to track compulsory attendance as door2door will take time, all may not have mobile phones,Banks probably, as the BPL may have at-least Jan dhan accounts by now.Banks may participate as CSR activity.Prototype use of recycled-plastic dustbins.
