The Manuals on Policies and Procedures for Purchase of Goods, Works and Consultancy were issued by this Department in 2006. These Manuals were prepared in conformity with the General Financial Rules, 2005 and contained broad generic Guidelines. To suit their local/specialized needs, Ministries / Departments were to supplement these manuals by issuing Detailed Operating Instructions; Checklists and customized formats to serve as practical instructions.
　　　　
It has been now decided to revise these Manuals and the copy of the revised Draft Manual for Procurement of Consultancy and Other Services can be read here.

It has been also decided to initiate stakeholders’ consultation on the Draft Manual. In this context, Individuals, Industries Bodies and all other stakeholders are requested to review the provisions of the Draft Manual on Policies and Procedures for Procurement of Consultancy and Other Services and send their suggestions / comments on MyGov. Ministries/Departments are being separately requested to send their suggestions/comments in this regard.

( Clean Indian Currency) Honorable PM, I thank u and our government to take action to curb black money as well as fake money. On this surprising moment i need to hear another one curbing information to safe guard INR new Currency notes (500 , 2000). Problem faced in past : writing or printing or sealing inside the notes and damaging the notes. Solution based on my Perception: After from the date of issuing new note if any new notes mislead

Dear Sir My company is based in Sharjah UAE and providing tailor made solution to client locally over there. I observed during my journey there is big issue of temperature adjustment in compartment or section is 1st AC or others. This problem will solve by installing regulator in each section/ compartment and they can directly adjust the temperature from there with doing any R&D in your system.This is real effective and low cost economical method for resolving issue. You can install ur self too

Sir I am working in UAE since 2002 in Air Pollution and providing here custom made suction uderone shed. Also I have few idea for Delhi present condition, but i need response which I never received. the all idea is related with self innovation we are not importing any technology. I have written for improving ac ventilation suggestion to RDSO there is not a single mail received even for we dont want. This is very upsetting. I am pasting the same here the detail subject and email too in next

Most of the tenders are taken by the big consultancy/companies because of strict rules and regulations. In order to have a transparent way these rules and regulations should be waved. The service charges to the agencies should be given sufficiently in-order to reduce the harassment by these agencies. Cooperative modules (E.g Bidar District Services labour cooperative society in Karnataka)need to be studied and promoted.

In respect to manual for procurment of goods and other consultancy services, I want to suggest that,The procedure should be transparent and cost effective, there should be prepared the check list for purchases of various goods as well as consultancy services, because, consultancy cannot be employed on tender or cost factor,but it should be on merit and expertise quality required for work should be considered, while goods quality can be pre-determined,so, tendering process etc.follow, best wishes
