National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) has released a Discussion Paper titled “Methodological Improvements in Compilation of National Accounts Aggregates Using Expenditure Approach”. This exercise is part of the preparation for the new series of National Accounts Statistics with FY 2022–23 as the base year, which is scheduled for release on 27 February 2026.

The Discussion Paper outlines the proposed methodological refinements and improvements in the compilation of National Accounts aggregates using the Expenditure Approach, with the objective of enhancing the quality, accuracy, and usability of national accounts data.

Comments and feedback on the Discussion Paper are invited from experts, academicians, government bodies, state governments, financial institutions, users of national accounts data, and other stakeholders. Suggestions may be shared at: ddg3.nad@mospi.gov.in by 7 January 2026.

This discussion on enhancing the expenditure approach for National account is incredibly relevant! The informal sector and rapid shift in consumption patterns post big challenges - I wonder how the proposed tweaks in show we capture these accurately. will there be sector specific pilots to test robustness? Strengthening these aggregates can impower better policy decisions. looking forward to the authors inside and the way forward!

TO SIR Improved Household Consumption Data Use digital payments, GST data, and e-commerce records to capture real consumption patterns more accurately. 🟢 Stronger Measurement of Capital Formation (GFCF) ➡️ Include data from infrastructure projects, MSMEs, startups, and construction sector to avoid underestimation of investment. 🟠 Real-time Government Expenditure Tracking ➡️ Shift from only budget estimates to actual expenditure data for better accuracy and timeliness. 🔴 Accurate Net Exports Estimation ➡️ Better integration of customs data, services trade, digital exports, and balance of payments. 🟣 Updated and Sector-specific Price Deflators ➡️ Use modern price indices to convert data into real growth figures correctly. 🟡 Use of Technology & Big Data ➡️ Adoption of AI, big data analytics, and administrative databases to reduce data gaps and delays. 🟤 Transparency & International Standards ➡️ Regular updates, public documentation, and alignment with latest SNA guidelines to build.

• For major food items such as cereals, pulses, milk, and edible oils, a short note explaining assumptions on wastage, own consumption, and intermediate use would improve clarity for data users. • Where HCES-based benchmarks and production/commodity flow estimates diverge, periodic review or brief explanations would increase confidence in PFCE estimates. • More item-level transparency on how administrative data and survey data are combined would help researchers better interpret consumption trends. • PFCE data could be supplemented with brief analytical notes highlighting trends relevant to nutrition, energy use, and sustainability. • While releasing the GDP back series, a concise summary of key methodological changes and major revisions compared to the previous series would be useful for long-term users. • Continued strengthening of Supply and Use Tables at early stages of compilation would help further reduce statistical discrepancies.

Following are my thoughts on Methodological Improvements in Compilation of National Accounts Aggregates Using Expenditure Approach: 1. I think we need to also use the amount of money the government is able to save every year and use it to generate income as well for the country 2. I also think we can also calculate it using the taxes paid per person due their consumption as a parameter as well Thank you for letting me share my thoughts
