Historically India has been a world leader in higher learning. Our universities like Nalanda and Takshashila were foremost learning centers of the world. The profound knowledge of these centres attracted scholars from across the world. After these seats of learning ceased to exist, great universities of the western world came into being, marking the shift in knowledge production and dissemination from the East to the West.

We need to restore our rightful place and make our universities and colleges producers of knowledge for the world. In this endeavour, the government is committed to ensuring that our higher education institutions achieve the highest levels of global excellence in teaching and research. To start with, it is proposed to provide an enabling regulatory architecture to tenpublic and private institutions each to emerge as world-class Teaching and Research Institution. They would be facilitated by giving autonomy on academic, administrative and financial matters. It will enable meritorious and talented students of India and abroad, irrespective of their financial status, to realize their dreams and enroll for getting highest quality knowledge, taught by renowned global knowledge providers.

The above initiative is the beginning of our journey to restore the original mandate of higher education regulators, as facilitators and guides, driven by norms of self-disclosure and transparency, instead of top-down command and control and micromanagement, in the quest to achieve world-class standards in all colleges and universities. This would enable our universities to become leading global centers of knowledge production.

The aim is seek comments /views/suggestions from citizens on following documents:

i. Policy on Establishment of World Class Institutions
ii. UGC (Declaration of Government Educational Institutions as World Class Institutions) Guidelines, 2016
iii. UGC (World Class Institutions Deemed to be Universities) Regulations, 2016

Our universities should be Teaching technical topics like wind, solar, sea energy which are environment friendly and useful to mankind world over. The PhD,masters should be on such topics. The work done will be relevant to the present and future generation. The present methods are superficial and more towards giving a certificate. Universities should emphasize on knowledge and most importantly practice. The labs in universities should be able to make prototype . if reqd with help of industries.

For world class learning we need to focus on quality rather than on number of institutions.for example increasing no of IIT AND IIM is not adding any value to education. For making the students employable and innovative they should bear the specialisation in their subject or area and for that I think - Institutions should work in collaboration with industries and duration of practical training to complete a course should be increased. If I am not far off the mark 'world-class universities' could mean the universities imparting education comparable with that imparted by the world's top-ranking universities. To that end we will need world-class faculty comprising of well reputed teachers and researchers with outstanding academic credentials drawn from the top universities and research institutes world over and research-based infrastructure comprising of well equipped Reseach Laboratories. First of all make one Educational board system in India, Reduce the pressure of completing the syllabus and give much emphasis on qualitative study in a time-constrained schedule. classroom interaction between students and teachers should be enhanced. the Institutional collaborations with government schools at the grassroots level to make the children aware of the future endeavor of research programs all over the world.

Any world class institute must ensure that people working there are rewarded in proportion to their contribution.Above-average performers must be offered extra incentives,so that they remain motivated to contribute extra.For eg.,if a faculty contributes 10% of total citations earned by all papers published from that institute, he/she should be offered that much percentage of funds allocated for extra incentives. Similar quantum of incentives should be offered based on Publons merit, h-index,etc.

Respected PM Shri Modi Ji, In Bihar in the year 1966-66 , at that time The Science ans Arts classes were divided from Class VIII itself under the secondary school Board of Bihar. It is my suggestion that in present system of education Science and Arts syllebus should be separated and science students should be taught only science subjects Physics,Chemistry Maths. and Biology only from Class-8,so that they can focus on these subjects and become a world class scientists or teacher in future.

Sudhansu Bhushan Roy When I was in class VIII in Bihar in the year 1966-66 , at that time The Science ans Arts classes were divided from Class VIII itself under the secondary school Board of Bihar. It is my suggestion that in present system of education Science and Arts syllebus should be separated and science students should be taught only science subjects Physics & Chemistry so that they can focus on these subjects and become a world class scientists or teacher in future.
