The world is changing in significant ways, and India's youth are poised to make the most out of it. The Youth are action-oriented, having the ability to think creatively and influences positive change across society. Youth are at the fore-front in using technology in all spheres and serves as a critical component in the larger vision of Atmanirbhar Bharat. Hence, there is a need for introducing new policy which can suggest appropriate policy interventions taking into account the impact of digital technology on education, work & employment, how the society will experience the fast paced changes and how full or needful engagement of the youth will create a responsible society, very well led and placed on the track of process & development.

Accordingly, the Department of Youth Affairs, Ministry of Youth Affairs and Sports and Government of India has drafted the National Youth Policy 2023-32(NYP 2023-32) with the vision to synergize the hopes and aspirations of India's youth to enable harmonious growth of society; to harness the energies of youth more effectively towards inclusive economic growth & responsible governance; and to build an enabling environment where youth can come together, persevere, and work relentlessly with their utmost strength towards the making of a new India.

In order to ensure the participation of the stakeholders in policy making process, the Department of Youth Affairs seeks comments/views/suggestions on the draft NYP 2023-32 from all stakeholders.

Key Components of National Youth Policy Education and Skill Development: Access to quality education and vocational training is fundamental to empowering the youth and preparing them for future challenges. Employment Generation: Initiatives for job creation, internships, and apprenticeships can significantly reduce youth unemployment rates and boost the economy. Health and Well-being: Ensuring access to healthcare services, mental health support, and recreational activities is essential for a healthy and balanced youth population. Youth Participation and Representation: Encouraging youth involvement in decision-making processes and politics strengthens democracy and fosters a sense of ownership and responsibility.

Civic Engagement and Participation: Encouraging youth to actively engage in the democratic process and participate in decision-making is vital for building a strong and inclusive society. The policy should promote youth representation in local and national governance structures. Social Inclusion and Equity: The policy should address the unique challenges faced by marginalized and disadvantaged youth, ensuring that they have equal opportunities for growth and participation. Technology and Innovation: Emphasizing the use of technology and innovation in the National Youth Policy enables young people to stay competitive and contribute to the digital economy.

Objectives of National Youth Policy Holistic Development: The primary objective of a National Youth Policy is to ensure the holistic development of young individuals. This includes promoting their physical, mental, emotional, and spiritual well-being through access to quality education, healthcare, and recreational facilities. Employment and Entrepreneurship: Creating avenues for employment and entrepreneurship is crucial to prevent youth unemployment and underemployment. The policy should focus on equipping young people with the necessary skills and training to enter the job market or start their own businesses.

In this essay, we will explore the significance, objectives, and key components of a National Youth Policy, emphasizing its role in empowering the youth and ensuring their active participation in nation-building. Significance of National Youth Policy A National Youth Policy serves as a comprehensive framework that addresses the diverse needs and aspirations of young people. It aims to create an enabling environment that fosters their holistic development and prepares them to become responsible and productive citizens.

POLICY AND PROGRAMME INTEGRATION The scope of a National Youth Policy should ensure that there are adequate administrative arrangements to integrate the youth policy with other national policies; and to integrate the delivery of youth services across the separate government departments and the non-government organizations implementing programmes affecting youth. These arrangements should apply at the Ministerial and bureaucratic levels. Arrangement s should also be made at the scale at which programmes are implemented - local and district-regional. In any democratic society, there should be a proper working relationship btween voluntary organizations and government agencies based on mutual respect and understanding.A National Youth Policy can be effectively formulated and translated into action only if all the voluntary organizations realize the importance of co-operation and co-ordination Administrative structures reflect the constitutional and political realities of each country.

Community engagement pathways like NSS , Scouts and Guide is a long time existing youth movement community. But the idea here is to have continuity of this movement. Like navodaya school alumni, these communities too should have alumni. All youth communities should have a social media portal to share their social initiatives. Also while deciding eligibility for job in government and private sector, this profile should have enough weightage. Only influence works now a days. A profile in this portal should speak about the capabilities of the candidate. Only deserving should secure the job. Even reservation candidates should be subjected to this assessment.What is the use of a community that doesn't have continuity. Promotions should also be based on the profile updates.This way a being will be in service to the society throughout his/her lifetime. No NGO should be permitted unless one is into this community in future. This will be a great movement in strengthening the nation & its growth

NON-FORMAL EDUCATION Non-formal education is an organized and planned educational activity operating outside the structure and routine of the formal school-oriented system of education. It is a process of understanding the individual's own need, the environmental situation, the societal goals, and their mutaul inter-relationships. In the context of a National Youth Policy the fundamental aim is to help the young people to develop their learning needs, which are related to health, nutrition, family planning, functional literacy and numeracy, skills for improving family life such as building up good personal character traits and positive attitudes, increasing agricultural productivity, developing skills for gaining full or part-time employment to supplement the family income, co-operating with local government and voluntary organizations in development programmes and activities.
