In Gulf, Civil ID is used for identification, immigration, like ATM. They give two type of Civil ID. One for Civilians and other for Immigrants. Civil ID is chip based. Same way we can used chip based ID for PAN, Bank account, Voter ID, Ayushman card, Student card, Abha card etc.... One card can be updated by various departments.
