For example - Farmers, beggars, people in unorganized work. Let people report that they do not get a meal a day on an everyday basis on your website or through multiple channels. Assign a team to give them training for 2-3 months with free meals and get them in some kind of jobs that are helpful for the nation, for example labor in farms. Develop teams that will evaluate their sincerity and progress and reward them accordingly with increased or steady income. If they show misbehavior, make them go through a yoga class or in addition to that, use a stick approach and fine them a reasonable amount.
