भाग 4 उन सभी सेवानिवृत्त कर्मचारियों के मामलों की, जिनके मेडिकल क्लेम का पैसा अब तक नहीं आया है, ज़िला स्तर पर तत्काल जाँच करवाई जानी चाहिए। जाँच में यह सुनिश्चित किया जाए कि जिनका क्लेम लंबित है, उन्हें तुरंत उनका मेडिकल क्लेम और भुगतान प्रदान किया जाए। साथ ही सभी संबंधित विभागों का नियमित ऑडिट होना चाहिए, ताकि यह स्पष्ट हो सके कि किन कारणों से भुगतान रोका गया, पैसा क्यों जारी नहीं हुआ, और इसके लिए ज़िम्मेदार अधिकारी या कर्मचारी कौन है। इससे पारदर्शिता बढ़ेगी और भ्रष्टाचार तथा लापरवाही पर रोक लग सकेगी।

भाग 3 सरकार से अनुरोध है कि इस पूरी व्यवस्था की सख्त जाँच करवाई जाए। एक ऐसी प्रभावी व्यवस्था लागू की जाए जिसमें फ़ाइलें बिना बाधा आगे बढ़ें, रिश्वत न ली जाए, और मेडिकल क्लेम समय पर तथा पारदर्शी तरीके से मिले। सेवानिवृत्त कर्मचारियों का सम्मान और स्वास्थ्य सरकार की ज़िम्मेदारी है — इसलिए एक विश्वसनीय, तेज़ और भ्रष्टाचार-मुक्त व्यवस्था तुरंत आवश्यक है।

भाग 2 ऐसी स्थिति में न केवल इलाज का पूरा खर्च कर्मचारी पर पड़ता है, बल्कि अधिकारी रिश्वत भी ले लेते हैं। जब कर्मचारी कारण पूछते हैं, तो उन्हें कहा जाता है कि 'ऊपर से पैसा नहीं आया', जबकि सरकार कागज़ों में सुविधा दे रही है — पर इसका सही उपयोग, निगरानी और समय पर भुगतान सुनिश्चित नहीं हो रहा है।

भाग 1 उत्तर प्रदेश सरकार से निवेदन है कि सेवानिवृत्त कर्मचारियों और उनके आश्रितों को दी जा रही मेडिकल सुविधा ज़मीनी स्तर पर प्रभावी नहीं है। सेवानिवृत्त कर्मचारी जब इलाज कराकर अपने मेडिकल बिल जमा करते हैं, तो उनकी फ़ाइल विभागों में 'साइन' और 'अप्रूवल' के नाम पर रोकी जाती है। कई अधिकारी फ़ाइल आगे बढ़ाने के लिए रिश्वत लेते है, और इसके बाद भी मेडिकल क्लेम का पैसा मिलता ही नहीं है।”

For corruption, the solution could be only one give the government officer what he wants. There should be a rule like for example, if I give the bribe then that government officer can file a case on me and I will be arrested with proper proof and then I have to give the 3 times the amount of the bribe I was offering two-third should be given to that officer and the one-third amount will go in government's hands. For civic sense, government should add a new subject not for just writing and remembering but for practical execution of what you learned like cleaning classroom and school every once or twice in a week. There will no test or exam just practical execution. For population, there can be nothing other than strict laws. I will be thankful if you think about this.
