Healthy competition amongst Indian cities to be cleaner can help. An annual ranking of India's cleanest cities and subsequent awards for responsible people is my suggestion. It would help create awareness and also, help sharing of best practices amongst administrations. For example, I would regard cities like Udaipur, Nainital as more clean than some of the other cities I have visited.

I have 2 suggestion : A policy which is widely used in all developed county is to have a standardize selection of houses for all house/ resident / apartment . This serves not only cleanliness but also - reduced cost of coloring (can be reused) if left out for neighbors - no margin and boundary on neighbor hood creates an airy feeling for eyes - stand out as a clean society 2) LED Dashboard of waste collection in each community would make people see the trend

use of waterless public urinals to avoid unpleasant smell and save water. People will also start using these facilities as now they generally avoid them due to unpleasant smell. One of such technology is developed by IIT Delhi and they have already installed them on some of the places. More details about their product is available in the link below.
