The city streets in the uS and other developed countries remain clean for a number of resins: 1. Construction. There is complete concrete coverage so that there are no exposed dry soil to get into the roads as happens in cities in India. 2. Municipal cleaning facilities (Mechanical road sweeps) 3. Civic sense of people of not littering. 4. Disincentives to littering - fines etc.

There are many dimensions to this problem and has to be looked at in a holistic manner. Garbage originating points: @ Homes, @ Work places, @ various means of Transportations, @ rural areas @ religious places @ Eateries and every one should be made accountable at the source. Then comes the Waste mgmt crew. They should be provided proper safety gear, better cleaning equipments, education, insurance & benefits. And thirdly education, monitoring & managing random litter & recycling. www.wm.com

The city (White Plains, NY) where I live, the city garbage truck comes to each house and collects garbage. As a resident of the city our responsibility is to separate out different type of garbage, so that it is easy for garbage truck to pick it up. I think we need to give necessary instruments to our sanitation workers. http://ny-whiteplains.civicplus.com/index.aspx?nid=216 Sanitation workers need not go to everyday, but make a schedule area wise and provide the same schedule to the people.

Miami beach is highly visited area. Even after trash bins and wide awareness among people, you can find all sort of garbage on beaches, many times this goes with water and create serious problems to the sea life. In association with Ocean Conservancy (which cleans the shores worldwide) volunteers gathered and cleaned debris from the beach stretching approx. 3 miles.

In Germany each drinking bottle has a barcode to get refund. After usage of the bottle 95% of the people doesnt throw it away as it has refund in this way the recycling is much better and wastage of bottles is less. You can see the recyling cabins in every German super markets. As the bottles usage is more at public transportation in india we keep the recycling cabins at each station. Dont throw the bottle get back some money with this principle we can reduce some wastage.

Along with government, every individual is equally responsible for keeping their surrounding clean, we should not accept it any other way. If everybody takes responsibility to keep their area clean, we will have clean India before we know it.

In USA, dustbins are available at all public places that are easy to find for public when they have to throw anything. These bins are cleaned & maintained regularly by local bodies. People do not throw any litter, even a chewing gum anywhere other than a dustbin. This practice is taught as a general discipline and behaviour to kids right after birth by parents and teachers.

Through television & media, spread the word and encourage people to take oath that they will never throw anything (even a pin) anywhere other than a dust bin. This is a common behavior in USA. Dustbins should be installed everywhere and should be EASY TO FIND. Lets do competition among cities / states for this.

1. In Shanghai, every ~100 mts their would be dustbins which will be cleaned very often. Shanghai municipality workers will be very friendly and work for 8 hours with full professionalism. 2 Flex hoardings (of all kind) must be removed in India to maintain cleanliness. 3 Just awareness is sufficient to live with cleanliness and to be healthy (hats off to Modi's swachh bharat campaign) 4. everybody should get away from Chalta Hai attitude in every aspect, this will change Indians and India

Cleanliness must be engrained deep in the culture of all Indian population which I believe comes hand in hand with literacy and infrastructure. People need to be literate to be able to follow instructions which can be posted on the walls and behind the doors of stalls in restrooms / toilets all over India. Infrastructure would actually need to be built to have enough restrooms / toilets in India to serve the tremendous population. More education about importance of recycling waste can also help!
