Section 161 of Railway act indicates “If any person driving or leading a vehicle is negligent in crossing an unmanned level crossing, he shall be punishable with imprisonment which may extend to one year.”

Section 131 of the Motor Vehicle Act indicates that “Every driver of a motor vehicle at the approach of any unguarded railway level crossing shall cause the vehicle to stop and the driver of the vehicle shall cause the conductor or cleaner or attendant or any other person in the vehicle to walk up to the level crossing and ensure that no train or trolley is approaching from either side and then pilot the motor vehicle across such level crossing, and where no conductor or cleaner or attendant or any other person is available in the vehicle, the driver of the vehicle shall get down from the vehicle himself to ensure that no train or trolley is approaching from either side before the railway track is crossed”

However due to non-following of relevant rules by the road users, many accidents are occurring resulting in loss of precious life  at unmanned level crossings.

Suggest solutions for reducing accidents at unmanned level crossings.

Crossing a train crossing is never been taught in our Driving school. Driving schools in india are for namesake only. If you are able to drive on an empty road then you are eligible to drive anywhere in india. This should stop. we need to work hard to get the carefull and diciplined driving eticates to save the precious lifes.

ii. Empowering zonal railways Each zonal railway will be thefinal decision maker for operation, management and development of its zone without any consultation with the Board. For instance, each zonal head decides about constructing new stations and platforms, addition or removal of trains between routes, upgrading of rolling stock, regulations for safety, cleanliness and hygiene. Each zone workswithin the framework of policies set by Board.

suggestions focusing on reforming the current structureto suit the needs of 21st century: i. Decentralization of power The Railway Board will function only as the policy and regulatory body. The Board Chairmanwill be an expert with ateam focusing on each core business activities. Board could hand over the management of non-core business activities such as catering & ticketing or managing of railway research institutes and such to private players on PPP mode.

Indian Railways need to be sensitive towards people who do not speak English or Hindi. My suggestions are: (1) station names should be announced in trains in the language of the state that the train is in at that time, (2) ticketing machines should be set up that help people buy tickets in any Indian languages. It is a shame that I can buy train tickets in the UK in Hindi or Gujarati or Tamil, but not in India. We have to make sure Indians can lead a modern lifestyle without knowing English.

state gov should work on it. the state gov should deploy and give power to panchayat or local municipal to appoint a personnel temporally and ask or provide the list of unmanned crossing to railway to make the arrangement on every unmanned level crossing. the railway also need to work on it on very fast speed.
