Digital Locker is one of the key initiatives under the Digital India Programme. A beta version (http://digitallocker.gov.in) of the same has been released on 10th Feb. 2015, by Department of Electronics and Information Technology (DeitY), Govt. of India.

Digital Locker is aimed at minimizing the usage of physical documents and enable sharing of e-documents across agencies. The sharing of the e-documents will be done through registered repositories thereby ensuring the authenticity of the documents online. Residents can also upload their own electronic documents and digitally sign them using the e-sign facility. These digitally signed documents can be shared with Government organizations or other entities.

Key features of the Digital Locker System are:

• 10 MB of free space in digital locker to residents to access their documents through Uniform Resource Identifier (URI) and also securely store e-documents.
• e-sign online service to digitally sign documents

Residents are invited to use the Beta version of the Digital Locker System and provide suggestions and feedback on the same. Suggestions are also invited on the use cases for services which can be additionally provided by the Digital Locker System.

Strange! Digital Locker is creating data islands,not reducing bureaucracy & babugiri as,Govt owns datasets & generates Documents as reports for citizens,then again asks for these from citizens. Rather Govt should focus on integration of datasets,unified Know your Customer norms & strong federated Signin authentication of citizens. Govt is Antaryaani.It knows all things about citizens,no need to again ask about the same as submit proofs.

For accessing and logging into Digital Locker,Aadhar Number is strong key & Personally Identifiable data,which should be protected in man in middle attacks,so API key or token which can be expired and regenerated should be used as weak authentication key as key value pair (user:password) for authentication.

• Government should encourage businesses to grow in many smaller cities, this way the pressure on metropolitan cities will reduce. Thus property price also will not rise much due to less demand. • There are housing board projects which are very slow, lot of corruption and no control over multiple application and application by those people who already have houses. This should be tackled. • Planning authority clearly should publish the location, survey and other complete details in their website

Housing For ALL • Genuine purchase of plot/ house should be encouraged with Lower rate of interest. • One can buy car with 100% finance but a house is with maximum 80% finance. • Purchase of property for investment should be discouraged with higher rate of interest and tax. • All property transactions should be linked to PAN & Aadhar number, so that government can know if people are buying multiple plots/ houses. • This will reduce demand and the real needy can buy the house due lower price.
