Digital Locker is one of the key initiatives under the Digital India Programme. A beta version (http://digitallocker.gov.in) of the same has been released on 10th Feb. 2015, by Department of Electronics and Information Technology (DeitY), Govt. of India.

Digital Locker is aimed at minimizing the usage of physical documents and enable sharing of e-documents across agencies. The sharing of the e-documents will be done through registered repositories thereby ensuring the authenticity of the documents online. Residents can also upload their own electronic documents and digitally sign them using the e-sign facility. These digitally signed documents can be shared with Government organizations or other entities.

Key features of the Digital Locker System are:

• 10 MB of free space in digital locker to residents to access their documents through Uniform Resource Identifier (URI) and also securely store e-documents.
• e-sign online service to digitally sign documents

Residents are invited to use the Beta version of the Digital Locker System and provide suggestions and feedback on the same. Suggestions are also invited on the use cases for services which can be additionally provided by the Digital Locker System.

7) Discussions are going on about Goods and Services Tax (GST). It is qualified as a dual tax system. Much is not discussed about the power of the local self governments in the GST regime. Kindly take note of this.

6) Though an IIT is declared for Kerala in the maiden budget of NDA, so far nothing is done to materialize it. Kindly allot fund for the easy completion of the project.

5) Kerala, as per 2011, has a sex ratio of 1084 women against 1000 men. Around 52% of the states population is female. Though we have reached an ideal sex ratio and our women have high literacy, their employability if poor and unemployment rate of women of Kerala is worse than that at the all India level, hence, for capability enhancement of women, a few ‘skill-enhancing’ centres for women may be funded along with the ‘women specific budget allocation’.

4) Rubber as an Agricultural crop. Due to the unprecedented fall in the price of rubber, Kerala economy is ailing. Taking advantage of the existing WTO conditions of import and export, import duty on rubber may be raised to the highest possible point from the present 20% to the possible maximum. Also, re-categorise the status of rubber from an industrial to an agricultural crop.

3) NRI Indutrial Park. The problem of Return Migrants has reached explosive proportions in the state. These returners have skill and will with them to become partakers of the destiny of the nation and that of their own. Infact they have formed around 100 co-operative societies of their own across the state, pooling whatever resources they have. If the central budget institutes an NRI Fund Authority or some other supporting system to open up avenues for tapping their resources and talent

2) So far, no industrial corridor is being allowed for Kerala. A Mumbai-Kerala (Kochi-Kozhikode, Kochi-Trivandrum) industrial corridor maybe allowed and budget allocations may be done. Along the industrial corridor, electronic hardware parks, IT Parks, Neera parks (prestigious energy drink from tender coconut), other small enterprises and self-help group women micro enterprises etc. would flourish along the length and breadth of the industrial corridor.

Annual foreign exchange earnings to the tune of Rs. 60,000 to 75,000 crores is being spent of construction and other consumption purposes whereby Kerala feeds industries everywhere in India through backward linkages. Therefore, Kerala is eligible to be reckoned with infrastructure allocations. Vizhinjam Port, Kochi Metro, Trivandrum and Kozhikode Light Metro, Kannur Airport and Trivandrum – Kasargode super highway are all thirsty of getting due consideration in the central budget.

Proposals for Kerala 1) Many a central budgets have considered Kerala as if it is not a state of India. Kerala’s physical infrastructure does not satisfy Indian standards, let alone international standards. Therefore while you make budgetary allocations for infrastructure projects, please consider the case of Kerala favourably. Kerala brings in foreign exchange through remittances and export earnings.

15) Your decision to interact with foreign think tanks is great. Also see that Indian professionals/higher education campuses are filled with intelligence and thinking power. They have no avenues to outpour their great ideas and visions. Please open an online think-tank sharing and discussion facility for the use of India which would yield great results.

14) Affordable housing and housing for the poor. In an atmosphere of low interest rate and low inflation, affordable housing and housing for the poor emphasized in the last budget may be better footed. This promise was in the air when excise duty on petroleum products was raised in falling price phase of petroleum.
