Corporation of Chennai is preparing a proposal towards Smart City Challenge which would include city wide smart urban solutions as well as identification of areas within the city for its implementation.

The proposal would be defined primarily based on voice of Chennai residents. An extensive citizen engagement programme is established by Corporation of Chennai to document the views and concernsfor the same.

Residents may post their opinion and ideas on civic services such as transport, parking, water supply, sanitation, energy, housing, IT solutions,health, education, safety and security. Your views, opinion and solutions on urban issues faced by Chennai would not only support a better tomorrow for Chennaites, it will also make Chennai a strong contender for getting shortlisted as one of the first 20 cities in India to implement Smart City Solutions in Phase 1.

Chennai citizen and community is its biggest strength. Let’s participate to make this proposal inclusive and meaningful for every common man, every citizen.

• A well laid policy may be introduced by the Government to curtail the in-migration from the farthest places, since the floating population of the Chennai city and its peripheral areas are thronging lakhs of people everyday, causing major urban chaos and the same is not manageable by the competent authorities. This policy would change the socio-economic activities and there are even possibilities to avoid the increased rate of unnoticed and unexpected urban crimes.

As technology acquisition costs collapse, and quality is standardised, the focus will shift primarily towards output. An encrypted information highway ensures that the network is fully secure. The virtual meetings, conducted through these secure networks, enable output targets far higher than current norms. Overhead costs will plummet as cafes and homes become office spaces

Contd.. By doing so, those pockets of lands or areas can be identified and planned for ‘Urban Renewal’ Projects, as these types of concepts are commonly followed in the European cities, which can act as a ‘facelift’ to those older pockets within the Chennai city.

Sustainability will be the by-word in smart cities. The more fuel efficient the car is, the more it will fit into the smart city system. With focus on strict enforcement, violation of traffic rules and laws will attract hefty penalties. CO2 will be a dirty word on the roads of smart cities. Keeping the ignition on in traffic signals will not be allowed. Electric vehicle charging stations, similar to current day petrol pumps will dot city roads with pollution control a dominant theme

Among other benefits, such a network also makes the transportation system more or less neutral. For instance, one may take the subway and hop on to the metro to reach school instead of taking the bus if it is raining to avoid getting late because of a likely congestion. On return from school, however, the student may opt to take the bus back home. Digitally powered road signages that give information related to weather, congestions and parking space availability

• A quick finalisation of the list of old buildings (more than 50 years old), which are unfit for human habitations found in the heart of the city and certain older pockets, where the civic authorities are already focusing on this, shall be a viable solution, thereby those dilapidated buildings be removed saving human lives during the monsoon periods (well laid provisions available in the MCMC Act). • Orderly growth of developments shall be focussed by following strict enforcement measures which is in vogue (both CMDA and CoC), thereby unauthorised constructions and circumventing of certain activities allowed/ approved by the competent authorities shall be curbed. As a result, the illegal exploitation of ground water sources may be avoided; the density of the population may also be kept intact to some extent as per the predictions of the urban planners.

In a smart city the multiple modes of transport complement each other. The likelihood of a jam is anyway remote. Public and school buses, private cars, metro trains, and autos operate in tandem as part of a grand transport network. Besides, a large number of pedestrian walkways and cycling lanes snake through every part of the city.

• Trimming of the major intersections with smooth splay provisions rather than acute and sharp edges, thereby the vehicles noticed in front of the drivers can be easily visible avoiding accidents. (A policy may be adopted.) • Multi Level Parkings (MLPs) shall be implemented in the priority areas, instead of choosing certain already congested pockets of the city.

In a smart city, entrepreneurship ecosystem, particularly for start-ups, will be very friendly. Setting up a business will not require going through the rigmarole of multiple procedures. Besides, scalable cloud computing will ensure that you use and get only that much IT hardware infrastructure, software, database, servers and other resources as you exactly require
