Smart Citizen Services Centers (SCSC) can be set up at various points on the Ring Road and Outer Ring Road.The SCSC's should be fully IT enabled. Citizens should be able to go to any of these centers instead of to government offices and seek video conference based face to face with government and civic officials.Facilities should be developed to enable submission of digitally signed petitions and other documents.

Work of the CMRL project in progress has built confidence in construction of underground transport channels. Using this experience divert road systems in citizen cultural activity areas to go underground, and make the ground level entirely free for pedestrian access. Suggest following locations for initial implementation: Panagal Park, Gandhi Mandap area, Marina Beach/ Anna Square, Vadapalani.
Underground level should have tunnel type passages for motor vehicles adequate parking on the sides
