dustbins should be kept at a distance gap of 500mtrs in whole Lucknow.
toilets should be made at a distance of 1000mtrs in whole city.
once facilities are provided the culprits who don't throw garbage at right place or congregate outside should be penalised . this can be done by evolving an app or website where photos of such events can be uploaded this will also help in catching corrupt officers if actions are taken properly.

There was a lot to write which would have been difficult to fit in some 500 words, therefore I am putting in my suggestions in the attached PDF.
I believe that smart city is a very broad term and it should incorporate all the aspects of the society whether environmental, political, developmental or civic.

For development of any city or country education/literacy is the most important thing which comes to my mind. education helps in eradication of poverty, controls the family size ,gives intellectual inputs to make a city/nation clean, safe, and developed. in addition to this, rain water harvesting, public grievance cell, strict traffic rules and heavy penalty for law breakers have to be judiciously implemented. respect of women has to be the topmost priority of a city who wishes to become smart
