The Finance Minister in his budget speech for the Union Budget 2015-16 made the following announcement:
“One way to curb the flow of black money is to discourage transactions in cash. Now that a majority of Indians has or can have, a RUPAY debit card. I therefore, proposes to introduce soon several measure that will incentivize credit or debit card transactions and disincentivize cash transaction”.
Accordingly, draft proposals for facilitating electronic transactions (E-transactions) have been prepared. Comments and views are invited on the Draft Proposals.

this is a very good idea and it must be brought into practice for making hassle free and convenient payment option for a merchant as well as customer. and also for swipe payments instead of giving the receipt for swiped amount the same data which will be given in a receipt, instead of it a message should be sent to the registered mobile number and e-mail id this can save a lot of paper if practised on a large scale

Interesting... There are many things that the govt can do.... In fact I wrote an article about that and it is getting published. If govt is interested, they can get in touch with me and I can share.. Since it is not yet published, I am bound by the agreement with them... and cant put it for public till published. But happy to share with government if they can let me know an id on which I can share the draft article.

Bottom of the Pyramid should be the target. A tiny step towards pushing the lower middle class towards banking transactions can bring in a huge change. All the while the big ticket capital goods purchase should also be mandatory CASHLESS.

The major sources of black money are land registration, property purchases, college fees, school fees and donation, college seat donation are the best examples of black money. The limit of 1 lakh should not apply to these transactions e transactions should be made compulsory. The movie tickets sold in black also amount to black money to theatre owners who sell through brokers. License and rto and govt agencies should use only pos for collecting money.

Govt has to waive credit/debit card charges for people to use it. What I feel is if the govt prints less currency, people will have less hard cash in hand which will force them to use cards and other electronic means.

At present, private sector banks are charging around 1.5% as transaction cost on electronic payments. This is unnecessary burden the users have to bear, even though banks do not have any cost for electronic transactions. This is a great disincentive to opt for electronic transactions. Hence, I request you to take steps to direct banks not to levy any transaction cost on electronic transactions, so that more and more people will switch over to electronic transactions.

Hon. Minister! It is necessary to know who all are charging for credit card transactions. The Airlines(Convenience charge as high as 150 per pax, Electricity utility companies, banks for NEFT/RTGS transactions, DDs and the like. Including these services in Fin.Min's proposal is important, as other wise, the cash keeps flowing un accounted . Similarly Common card for Bus, Metro/local Trains will save few thousands of trees. Payments above Rs.2000 by Card is one of the proposals.
