Sustainable Exploitation of oil and gas potential of the North East region could be a harbinger of economic prosperity for the people of the region. Presently there seems to be a disconnect between the local communities and the Exploration and Production (E&P) operators in the region. This seems to be discouraging E&P activities in the region thereby reducing the number of takers for operations in the region. Although the Govt. of India has been taking several initiatives to promote E&P in the NER, it is essential to make the local communities an important stakeholder in the process.

Suggestions are invited from the public which could encourage people's participation in these activities.

on broader view the challenges are there on both exploration section as well as production section .But over the years ,oil & gas exploration sector challenges are addressed to a reasonable extent but same cannot be said for production section . Here mostly production is hammered due to delayed completion or non completion of production projects or very long time taken for completion of production projects . The basic issue here is inherent deficiencies in the system .

The roads will be better if AMC (annual maintenance contract) for at least five years should be added with the tender specification. At least 20 % cost should be paid at the end of the 5th year. If the contractor/company doesn't maintain properly the 20 % should be forfeited. More over, there should be some place/phone no where complain can be registered. Although, it will not completely abolish the problem but I am sure it will definitely make a better situation than we do have now.

Offering fair compensation for change of land use to farmers, ensuring local underground aquifers are not contaminated by E&P activity and preventing other forms of environmental damage, and finally ensure some of the benefits of cheaper energy flow back to local communities. These measures are important to ensure local community support. We can use countries like Khazakstan to see how govts deal with these issues . At the other etreme are countries like Aiustralia. We need a mid way solution

There is huge amount of gas trapped in the form of gas hydrates in India's Exclusive Economic Zone (EEZ) according to ocean researchers. To define EEZ, it's a 200 nautical miles out distance from the coastal baseline of India shown by light blue color in the map. But a question to be asked, in a country that is growing so fast in its energy needs-" Why the gas trapped is yet to be tapped? The answer to the question is technology deficiency in the country.

In the current scenario of very low crude oil prices, the Govt., may (a) reconsidver the disinvestment of ONGC, and may consider to disinvest the oil marketing companies (OMC). (b) the Govt., may advise the OMCs to buy oil for long term at the current prices.
