The need of the hour is to have a authentic database (continuously upgraded) of all the natural resources including Petroleum for planning and ultimately investment. The NE region is definitely under explored though it is the first area in India to be known to have petroleum. Participation of local communities is a must through cooperatives for effective development of the region. Direct and Indirect employment focus must be outlined at the time of approval.

I would like to suggest govt. that please concentrate maximum sources to find crude reservoirs , as per my knowledge most part of India is still not complete with 3D survey to find a oil well
Govt. can invest in searching equipment and through employment scheme you can appoint candidates for suitable post. By which we can be less dependent on outside fuel source. Biogas(methane) can also be a good source of fuel and helping hand to petroleum industry.

One day, Crude Oil is going to be over but the dependency on these resources is increasing. An alternative resource is Nuclear Energy which should be a big NOooo. So, the solution lies in minimizing use of Petroleum Products and moving more towards SOLAR and lets look backwards what our people used to do 100 of years ago. Cycling and Horses. Lets cover our small distances on Cycles/(Good for Health too) and lets promote animal husbandry for multiple benefits(Gobar Gas, Milk products etc). A Soln

To involve local communities, it should be made mandatory that companies involved in E&P activities in NER should get contracts only if they spend x% of their investment in social welfare of local community by investing in primary, secondary education, healthcare & imparting skills to local people so that local communities social & economic condition can improve. Auditors should quarterly audit that companies are actually doing so. Then only local communities will welcome E&P companies in NER.

My suggestion is to import natural gas as CNG from Qatar, Iran, Oman, Mozambique, Myanmar.. This eliminates liquefaction and regasification , shore facilities etc. At $ 4 per mmbtu as source cost, we can transport CNG at $ 3 per mmbtu and discharge from offshore to shore grid. The landed cost with on shore transmission will give gas to the consumer at less than $10 per mmbtu. This will develop the iron ore mining, steel plants, ship building and other ancillary industries.

Respected PM,
Safety measures are very important in oil and gas extractions, since any minute carelessness leads loss to our nation.
