Sustainable Exploitation of oil and gas potential of the North East region could be a harbinger of economic prosperity for the people of the region. Presently there seems to be a disconnect between the local communities and the Exploration and Production (E&P) operators in the region. This seems to be discouraging E&P activities in the region thereby reducing the number of takers for operations in the region. Although the Govt. of India has been taking several initiatives to promote E&P in the NER, it is essential to make the local communities an important stakeholder in the process.

Suggestions are invited from the public which could encourage people's participation in these activities.

1.aadhar cards should be made online 2. Agricultural land/ any building lease for residence or business should mandatorily be registered linked with time of lease and Aadhar card. If time is finished the agreement should be renewed with time limit. This proposal will have multiple benefits1. Litigation, crime will be reduced2. Income tax , service tax will be fully collected3. Municipal tax may be collected on the basis of actual rental income. This is will benefit infrastructure development.

Part 6 : The public outreach / awareness campaign can no doubt educate the people about the benefits of E & P activities in the region, but to seal the issue, one has to look towards realization of actual benefits to the region through development of roads, better school / health care, electricity, drinking water etc.. as well as ensuring jobs to the local youth. Once the local youth are recruited, they will be the BRAND AMBASSADOR OF THE E & P ACTIVITY IN THE REGION & REST WILL FALL IN PLACE!

Part 5 : Carry out Public Awareness campaign about the benefits of E & P activities not only in the local village / town, but also in the local schools, colleges, private forums, among intellectuals, local clubs, every available forum, in order to DRIVE HOME THE MESSAGE of need to encourage E & P activities in the region. If possible, take the help of influential / popular figures / celebrities of the region to have a better impact of the public outreach. REACH OUT TO PUBLIC IN PUBLIC WAY !

Sirji, Part 1 / 4 : 3 MANTRAS to bring 3 CHEERS to N – E REGION : To ensure greater participation of local populace in the sustainable Exploration & Production activities in NE area, both Central & State Governments have their task cut out on their hands. Both Governments as wells the agency / firm engaged / to be engaged in the exploration activities should work on 3 MANTRAS to bring 3 CHEERS to the region, i.e. EXTENSIVE PUBLIC AWARENESS, JOBS TO LOCALS & CSR WORKS.

Part 2 / 4:PUBLIC AWARENESS: First & Foremost, carry out extensive PUBLIC AWARENESS PROGRAMMES about the likely benefits of the E & P activities, that are going to bring to the N- E region. Thru’ transparency & extensive outreach, local population sd first be explained abt both tangible & intangible benefits to the region, be it, in terms of job opportunities for the local youth, or the likely economic development of the area, which may follow because of industrial activity in the region.

Part 3 /4 : JOBS TO LOCALS Secondly, for all the non-technical/administration jobs, locals shall be given preference for the job. Even in technical area, all the entry level jobs as well as those jobs which do not require any specialization, all such jobs shall be reserved by & large to only locals (native district or adjoining districts) of the area. Even during construction activities, the agency engaged for the job shall by & large try to recruit locals for the construction works.
