One more thought -
Beginning January every consumer has to pay Rs 735 for every refill of LPG. "If" he wants the subsidy he can link his bank account to that effect. But if he doesn't want subsidy is it essential that he has to give it in writing to that effect or he not linking it to the bank account will suffice? Just wanted to know.

Just a few random thoughts -
The idea of linking the subsidy to the bank accounts without Adhar is a novel idea for all those who were opposing the Adhar in the initial days of its inception.
But the service providers are pressurizing the customers to provide with Adhar at very opportunity they get, and say we will not provide you with refill unless you provide it!! This goes against the promise that Adhar is not mandatory to get the refill!!

Reduce wastages in railway level crossings:most of the vehicles are waiting in manned level crossings w/o putting off their vehcles(becz of A/C,and some do wantedly arguing that it is my money)
Solution:in a phased manner take ONE STATE at a time, allocate funds (with PPP) and construct bridges in all the manned level crossings so that huge savings can be achieved.

We will have to change the mentality of the people
today rajasthan govt. electricity companies is in 85000 crore loss
we should not misuse the electricity

To reduce the usage of Fossil fuel the GOV can take a faster initiative in introducing HYBRID & FULL ELECTRIC VEHICLES in INDIA as soon as possible by increasing the QTY @ 10% per annnum in the registration of new vehicles & anotehr 10% in converting the existing vehicles to either full electric or HYBRID.So a 20% reduction in usage can be achieved

I think it is prudent to give 100% FDI open for multinationals all along national border of Rajasthan & Gujarat. It will achieve 1) Use of open land become productive.3) Easy asses up to border 4) It will avoid infiltration 3) Indian force give on the cost security.4) Foreign Exchange can earn.Government have to give Power,Road & open land.
