India has made remarkable achievements in areas like Polio elimination, lowering fertility and disease control. However, our progress in health outcomes has been slower in comparison to other countries with comparable incomes and at similar stages of development. Impressive gains in per capita income should match with increase in life expectancy or health status. We now face a triple burden of disease. Out of pocket expenditures in India is high (70 percent of total health expenditure). This is catastrophic for the poor and pushes an estimated 37 million into poverty every year.

Health is a subject allotted to the State List, under the Seventh Schedule of the Indian Constitution. The Central Government is jointly responsible for items in the Concurrent List.We have one of the most expansive publicly provided networks of health facilities yet issues of regional disparity, access and quality remain. The private sector despite being utilized by the majority of the population also has issues of quality and cost.

Even though the Union Budget allocation for the Ministry of Health and Family Welfare in 2015-16 has remained at the level of revised expenditure in 2014-15, an opportunity lies in encouraging States to spend more on the social sector with greater devolution of untied funds following the recommendations of the Fourteenth Finance Commission.

India is brimming with possibilities. Successful conduct of election, Census survey, projects in space and atomic sciences are some examples. India is termed as the “pharmacy of the global south”, providing affordable, life saving generic medicines to developed and developing countries. In the same way, there is potential for our health system to deliver optimal outcomes to the population.

The Twelfth Plan charts the path towards strengthening health systems so as to reach the long term objective of Universal Health Coverage (UHC). It is our belief that a Health System Strengthening approach is the solution to bridging the gap between our current status and potential performance. The Health Division of the NITI Aayog invites you to an open and informed discussion to elicit ideas for overcoming the enormous challenges in the sector with limited funds at hand and guide future action at all levels, in our system. Your opinion is important and valued.

Detailed note on the current status of health system in India

We invite your responses on these two questions:

1. How can we maximize health returns from available resources?
2. How can we increase investments in health?

This discussion is open for the next two weeks after which we will post a summary of the ideas generated on the forum. We will also follow-up with a more detailed note on the issues in health system and learning from best practices in the country as well as globally for further discussion. Informed briefs on the above mentioned questions will also be made available after the initial two weeks for more a targeted dialogue.

Hum yaaha health system ki baat kar rahe hai ..kaisa ho kaisa nahi . Par mai to ye kahta hu ki hum aakhir logo ko bimaar hio kyu hone de hai Humaare yaha har ek food item me milavat hoti hai..food ka koi maanak nahi hai.milk me milavat cow ko needle laga kar milk nikala jata hai .sabjiyo me oxyto. ki needle etc .har chiz me milavat mai ye kahta hu health system ki baat karna galat nahi par hume apne food system par focus karna chahiye.aur saath hi yoga ko promote karna chahiye. Indian Health System has Potential to become the Health Care Destination of the world providing highest quality service at lowest possible cost. Current Performance pathetic to get specialist appointment waiting time 3 months, consulting fee is high, all these are artificially created due to shortage of PG Seats. With less than 20000 PG seats for a population of 125 crores,the situation will never improve, unless PG seats under govt is increased. http://www.savethedoctor.in/doctors-speak.php

we have a population of 125 crore so highly advanced and capital intensive ideas would be difficult to implement, instead INDIA should promote BARE FOOT doctors for our rural area it can be very much on the line of ASHA

We lack basic health facility, 1. AIIMS like hospital for each 5 districts, 2. PMCH like hospital for each district or 20 lac population city. 3. Increase the number of MBBS seats in urgent basis. 4. Aadhaar card linking with patient, so that his detail is available in all hospitals 5. State has failed in keeping primary hospital up to mark, Central Gov interfere. 6. Paramedical staff with 10 years of experience should be allow to practice as physician.

1.A smart management system or software should be built for the hospital management. 2.Medicine distribution system should be smartened & only required dose of medicines must be given to patients. 3.Smart machines could be used that could perform smart & efficient work.

1.We can maintain a smart & advanced medicine distribution system. 2.Govt hospitals must eradicate the use of paper medication slips & smart digital health cards could be initiated. 3.Patients' data should be maintained online. 4.Govt could ask for donations from corporate heads. 4.Govt could earn from advertisements displayed on govt buildings, boards, websites. 5.Govt could organize educative, entertainment & informative programs and informative & training camps to earn money.

Contd... Such Health card camps will help out to actually get basic knowledge about the ground realities of Health in India. Once this ground is created we can act over what is required for everyone. What issues are maximum hitting the health of the nation. What should the Government & people do to eradicate major prevailing problems related to health in India. It will be useful for the Govt to identify potential problems that may occur in cases of an outbreak & action can be taken.

There are some primary basic stuff required here: 1.) GOI should start a new scheme of health cards for everyone in India, such health cards should contain data like Age, Height, Weight, Past history of illness, current diseases, allergies, past records of hospitalization, Family history which should be connected to their family members health cards. 2.) This can be done by giving tasks to private / public hospitals who can carry out health card Health card Shibirs across the nation.
