India has made remarkable achievements in areas like Polio elimination, lowering fertility and disease control. However, our progress in health outcomes has been slower in comparison to other countries with comparable incomes and at similar stages of development. Impressive gains in per capita income should match with increase in life expectancy or health status. We now face a triple burden of disease. Out of pocket expenditures in India is high (70 percent of total health expenditure). This is catastrophic for the poor and pushes an estimated 37 million into poverty every year.

Health is a subject allotted to the State List, under the Seventh Schedule of the Indian Constitution. The Central Government is jointly responsible for items in the Concurrent List.We have one of the most expansive publicly provided networks of health facilities yet issues of regional disparity, access and quality remain. The private sector despite being utilized by the majority of the population also has issues of quality and cost.

Even though the Union Budget allocation for the Ministry of Health and Family Welfare in 2015-16 has remained at the level of revised expenditure in 2014-15, an opportunity lies in encouraging States to spend more on the social sector with greater devolution of untied funds following the recommendations of the Fourteenth Finance Commission.

India is brimming with possibilities. Successful conduct of election, Census survey, projects in space and atomic sciences are some examples. India is termed as the “pharmacy of the global south”, providing affordable, life saving generic medicines to developed and developing countries. In the same way, there is potential for our health system to deliver optimal outcomes to the population.

The Twelfth Plan charts the path towards strengthening health systems so as to reach the long term objective of Universal Health Coverage (UHC). It is our belief that a Health System Strengthening approach is the solution to bridging the gap between our current status and potential performance. The Health Division of the NITI Aayog invites you to an open and informed discussion to elicit ideas for overcoming the enormous challenges in the sector with limited funds at hand and guide future action at all levels, in our system. Your opinion is important and valued.

Detailed note on the current status of health system in India

We invite your responses on these two questions:

1. How can we maximize health returns from available resources?
2. How can we increase investments in health?

This discussion is open for the next two weeks after which we will post a summary of the ideas generated on the forum. We will also follow-up with a more detailed note on the issues in health system and learning from best practices in the country as well as globally for further discussion. Informed briefs on the above mentioned questions will also be made available after the initial two weeks for more a targeted dialogue.

India need a portal which links all the blood banks of the country and provide data of currently available blood, the area where available and quantity. Also the portal should have option to post demand of blood at any place if require and not available, so donor can reach the related place. Along with blood, information related to various "organs" which were donated or will be available means donors and patients details can be available on portal so they can contact each other.

One of the biggest problem in our country is out of pocket expense for treatment. Huge number of population goes below poverty line because of this expense.Beside improving the infra str of public hospital,govt should think about utilising the facilities of pvt sector at affordable rates,health insurance can be a way to do this. Currently frauds in health insurance is a big challenge. One way to control such frauds is to create central data of all hospitals and benefeciaries of health insurance.

It will be nice if some of the Indian innovator can work on an idea similar to "iHealth Align"'s glucose-meter, which can be attached to mobile phones.This particular model works with iphones only. PM Mr Narendra Modi has CONGRATULATED the successful students on BOARD EXAMINATION RESULTS, and CONSOLED the others stating TAKE FAILURE AS AN OPPORTUNITY, LAYS FOUNDATION FOR SUCCESS. But what about those DESERVING STUDENTS, WHO WERE LEFT BEHIND JUST FOR SAKE OF GREAT PRIVILEGED RESERVATION CATEGORIES, Resp. PM Mr NARENDRA MODI SIR what FOUNDATION should they consider Resp. PM Mr NARENDRA MODI SIR, do you have explanation or just MAKE IN INDIA speech.

India has a big scarcity of doctors. Let private medical colleges to open and use the district hospitals as allied hospitals. This will increase the number of doctors. A parallel can be found in private engineering colleges. These colleges have removed the scarcity of engineers. Even if the quality of doctors will be not very good, they'll be better than the quacks ruling the roost in the rural areas now. This will also ensure availability of doctors in district hospitals.

I request govt. to take some immediate action to control the current medical condition all over India and improve human lives and lessen corruption in this noble field. Doctors who are associated with government medical institutes should be banned from private consultations. And those who are not associated can do with private consultation but with proper tracking of income and not evading Income Tax. The govt. sector hospitals would improve and poor people will be benefited.

सर हमें स्वास्थय की समस्या को सुलझाने के लिए INDIA और भारत में अंतर को दूर करना होगा !जब INDIA की बात आती है तो ऐलोपैथी आ जाती है और जब भारत की बात आ जाती है तो आयुर्वेद की बात आ जाती है !और यही आयुर्वेद पीछे रह जाता है! सवाल ये है की गडबडी कहा है? इंडिया में की भारत में ? एक आयुर्वेदिक् चिकित्सक होने के नाते मै ये दावे के साथ कह सकता हू की यदि स्वस्थ्य सेवाये सुधारनी है तो आयुर्वेदिक चिकित्सको को पहले नौकरी दो ,,कई ऐसी समस्या जैसे कैंसर एड्स आदि का भी इलाज यही भारत में मिल जाएगा ,,,

To help improve the health system we also need good doctors.We do not need doctors who gets admission based on certain quotas even if they have very low percentage on qualifying exams.The government should revoke reservation in education system at higher education like graduation.I do not understand how the lawmakers have made it so simple for certain sections to get an admission.Shouldn't be this on Merit? Please Please Please remove reservations atleast in education system

I think to fight corruption Information Technology can play a very important role.Government should think of implementing an ERP software like SAP or Oracle at all government institutions.Everything coming in and going out will be monitored by the system and leakage would be stopped.Thus helping to stop leakages in medical equipment/medicines etc if any. Help people get low cost medicines.Run government centers for affordable medicines near all major hospitals/cities/districts/towns
