in my opinion, to stop brain drain, first of all try to figure out ways on giving the professionals the competitive salaries and remuneration as in the international market (obviously after taking care of exchange rates). Also provide some mechanism by which applying and getting govt. jobs become easy. Allow more MNC's to operate in India. Ensure that government job exams are conducted properly and try to solve the problems of paper leak, corruption in recruitment process and many such problems.
