The policies regarding the:- 1. Appraisal as per the performance 2.Promotion Policy 3. Should be given power as per the regualr Employees 4. Should have a policy to make contract regular after some time. 5. Complaint box regarding the complaint of regular staff which dont work mostly and force the contractual staff to work like a donkey. 6. Contractual jobs are giving jobs to many in government but no one is happy except the government regular employees.

These contract jobs in govenments should change their policies and should pay handsome amount as per their degree and work. The Government people recruit the good students at lesser money and hence the employees leave the job after an 11 months of contract. Hence the work handled by the person in 11 months is again on the same slow moving and unmaintained and corrupted track. This problem is more important to considered than the Brain drain.

Brain drain can only be stopped if Indian young generation get good jobs and good salary for their work. The Salary should be as per their work done not as per the position. Like, In the government of Gujarat, The people on the regular posts do the work of only signing the documents and all the productive work is done by the contractual staff. Then also, their is no respect for the contractual staff in the eyes of most of the regular employees.
