Let us know list of IR's maximum expenditure sectors. So that, we can provide you the cost saving by comparing the developed nations system. without having any data and expect us to answer makes no sense. I am layman and i dont know what is non-traffic expense.

1- Railway has lakhs of hectare free land make them in use, Allot to farmers on lease for farming.
2-Use railway lawns parks/ stadium/ for public bookings.
3- Railway has lots of unused land in railway colony use then for private purpose.
4- Advertisement on rail sides like metro.
5- Use free space for for advertisement purpose.
6-Lease your free/vacated halls office to private farms.

sir when you travel in any second class sleeper reserved coach you find many unreserved ,local passanger,pass holder travel and ther is non system to stop them as your tc are corrupt and lazy,you can star fine all such passanger at rate rs 2000 and if they dont get off in next station than rs 1000 more but for that you need to hire one attainedent per coach for second class sleeper class

१. ट्रेन का किराया बढ़ाना चाहिए
२. टिकट्स बुकिंग की मशीन में बढ़ोतरी करनी चाहिए
३. रेलवे की शहरो में खली पड़ी जगहों पे शोपिंग मॉल बनाने चाहिए
४. त्योहारों के सीजन में छोडनी वाली ट्रेनों की पहलेसे ही जानकारी देनी चाहिए

My Suggestions are:
1.Solar LED Display Boards on Trains- On both sides of the Compartments Solar LED Displays can be fitted which can generate good advertisement revenue
2. Similar Display Boards can be fitted on the Fencing also. Railway need not spend any money for this. This opportunity may be offered to interested parties(Advt Agencies, Brand Owners, marketing Organisations etc) and the onus will be on them to set up the boards and sell the space to clients

Try to implement auto railway level crossing gate close which will save much on expenses. Technology is much more improved and we can easily implement it. Also, try to make rails without pilot as in Dubai Metro for short distance trains. The metros can be implemented for the same. Those are one time investment and doesn't need much for maintenance.
