The levels of learning & comprehension among childrens in schools has been detiorated.Many childrens in lower classes cannot even recognize words & figures.The overall sense is that children do not acquire simple reading,writing & arithmetic skills even after spending many years in school.The RTE & other programmes have helped to increase enrollment & attendance. Most of the funds projected for the programmes are being also misused and not utilized properly.

The Article 21A of the constitution provides Right to Education as one of the important fundamental rights cannot discriminately be made available on the basis of childrens economic,social and cultural background.It may be remembered that the Allahabad HC on 18th August 2015 had directed that,all government servants,elected representatives,members of judiciary and others who get any benefit or salary from the state exchequer or public fund should send their childrens to primary school run by SEB

Section 9 of the RTE Act clearly mandates that the government should spread awareness among local authorities and such children should be effectively mapped periodically. And there appears to be lacunae in identification and mainstreaming of children in the education sector and the trend is hugely disturbing. There are complaints reported from the parents that most of private schools are charging unreasonable fees. Many schools are refusing to admit the candidates who were selected in the list. Section 8(1) states that children from the weaker section shall not be levied any other fee or expenses by the school. Section 5(1) of the RTE rules states that all the children enrolled under the RTE quota are entitled for free text books and uniforms.

Making Education & learning fun should be the key. A total revamp of the current exam based rote learning system should change. 1. Class 1 to 5 should be without home assignments, tests or exams. 2. Tests and exams later once a year till 10th should be to check learning levels & not score driven. 3. At 10+2 The syllabus should be common for the entire nation and throughout the year evaluation should be used for grading 4. All Degree level entrance should be through ONE COMMON National level test
