Ministry of Women and Child Development has formulated a draft Bill on “Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2016” for further consultations with all stakeholders. It aims to create a strong legal, economic and social environment against trafficking of persons and for matters connected therewith or incidental thereto.

The draft Bill has taken in to account the various aspects of trafficking and its punishments as defined in section 370- 373 of Indian Penal Code, 1860 and aims to include other offences/ provisions which are not dealt in any other law for the purpose of trafficking, such as (1) penal provisions for the disclosure of identity of the victim of trafficking and witness (2) use of narcotic drug or psychotropic substance or alcohol for the purpose of trafficking (3) use of chemical substance or hormones for the purpose of exploitation. The draft Bill has also taken in to its ambit the ‘placement agencies’ by making mandatory for them to also register for the purposes of this Act.

The proposed draft Bill aims to place dedicated institutional mechanism at District, State and Central level. It also envisages a designated Agency for the investigation of offences. It provides for Protection Homes and Special Homes for short term and long term rehabilitation support. For speedy trial with a view to increase prosecution and to reduce the trauma faced by the victims, the proposed draft Bill provides for establishing Special Courts in each district and experienced Special Prosecutors. Recovery of back wages and other monetary losses of the victim of trafficking is also proposed.

The draft Bill provides for mandatory reporting within 24 hours by a Police Officer, Public servant, any officer or employee of Protection Home or Special Home having custody of the victim of trafficking to the District Anti-Trafficking Committee or in case of child victim to the Child Welfare Committee. For the effective implementation of the proposed Act and for the welfare and rehabilitation of the victims an Anti- Trafficking Fund will be created.

Problem is the police,all the red light areas in India are right in front of police stations or main market areas in our Metro cities.But police does not care, don't know how many Nirbhaya kind of cases might occur ever day there. Laws are useless until Police men are themselves involved in such cases.

know a days there is no protection from 3 years girls to 60 years old woman .I read daily at least 4 news about gang rapes on females all over the country.we dint need your curtsey on us sir we just want justice punish the criminals hardly just punish them sir take an immediate action on it sir.thank you sir for this opportunity.

please delete the words man & woman, only human, if you really want to give respect human. Kindly stop divide & rule, the worst dirty politics. If that barrier can be demolished we no need to think differently for children & the aged persons. In India so many laws for gender, cast, religion etc. Now we need to review the neediness of these types of laws. Peace & social awareness is the only solution.

the trafficking of persons should be done on national level & sharing of data should be done on one click.the cctv cameras must be worked where they are installed. the motivation level of police should be high by promoting them at each and every good work within time bound period. the gov says that the every phone will come with panic button upto jan 2018,so i want to say this feature may come in watch so that " deaf,disabled and such type of other problem facing persons" will get connected.

A nation wide campaign shhould be lounched against human trafficing. Government should stablish a national investgating agency for this also as n.i.a. . This is not only a inter state problem but have intiornational aspect also.so state police can not tackkle it with their limited reources.almost girls send to other state or other nation after kidnapping.So only a national agency with immense power and information can curb these gangs. So i request to pm to form a federal agency under ips office

Some may be doing better while some are developing or deprived may be dead or yet to be born. Population consists of men, women and other genders. There is room for values and ethics for everyone for a cause. Inclusion of necessity for cure and possibly little more for required for the sake of protection of this bill. Thought process: Opposition to one or more political parties shall not have the liberty to cause harm. India is for every Indian.

Require to respect women and children outside India or who are not Indians too. Require to respect everyone despite of places(s), time, relation or beliefs or ways. Require to preserve culture. Ref: India is a secular country.

Each and every individual , even an one day old baby should be registered and should be accessible  to police anywhere in India secondly if any citizen finds a missing person anywhere in India could get access to this portal Also the people can register a person who is missing with help of police or through online using JAM and online monitoring system and helpline number should be connected immediately after the case is filed for a missing person
