महोदय, यदि हमने अभी तक एक बार सोचा कि पंचायत राज का विकास क्यों नहीं हो पाया इसका सबसे बड़ा कारण है उनके पास वित्त की कमी। यदि हमें पंचायत राज का ज्यादा से ज्यादा विकास करना है उसके लिए हमें उन्हें वित्त उपलब्ध कराना पड़ेगा। जिस तरह केंद्र सरकार ,राज्य सरकार लोन ले सकती है उसी तरह इन्हें भी लोन लेने के लिए कुछ उपाय करनी चाहिए। जैसे खेती ,उद्योग आदि लोन लेने के लिए हमारे पास अलग से वित्त संस्थान उपलब्ध है नाबार्ड , सिडबी ्् आदि। उसी तरह पंचायत राज संस्थान के लिए अलग से वित्त संस्थान सरचना का निर्माण करना चाहिए जो कि लोन उपलब्ध कराए। यदि पर्यावरण संरक्षण सतत ग्रामीण विकास करना है तो इन्हें इस तरह के संस्थान उपलब्ध कराने चाहिए यह सिर्फ पंचायत राज के लिए न होकर शहरी स्थानीय निकाय के लिए भी इसी तरह के उपाय करने चाहिए। इस तरह के दिशा में सरकार को आगे बढ़ना चाहिए।
