The Central Government Ministries/ Departments and Central Public Sector Undertaking are mandated to procure 25% (as amended in 2018) of their annual value of goods or services from micro and small enterprises vide Public Procurement Order Notified vide S.O. 581 (E) dated 23rd March 2012. Under the policy, 358 items are exclusively reserved for procurement from MSEs which help in the promotion and growth of Micro and Small Enterprises and play a critical role in fostering inclusive growth in the country.

The existing list required a relook to find out the relevance in the present-day context of technological change, and the growth of small and micro enterprises. The Internal Technical Committee of the Ministry of Micro Small and Medium Enterprises has prepared a revised list of 469 items (including Goods & Services) to be reserved for exclusive procurement from MSEs.

Stakeholders, Industries associations, MSME units and the General public are invited to share their suggestions and comments on the list of 469 items reserved for exclusive purchase from MSEs under the Public Procurement Policy.

Please include some home made items like pickles, papad, rasam, Sambhar powders, species powder, medicinal herbs powder (Kashayam). Some housewives are expert in preparing such food and snacks items and they don't have adequate support or finance to expand their business. If the Government ease the procedures to get licence and loan it will help them a lot to earn comfortably. Each city should have a help desk or apply through E Seva centre. Those who get permission should be able to get the needed loan from the nearest Bank within 15 days of submitting the documents and proper verification is completed by the Bank. I suggest that Government should help those people who wants to do business and create job opportunity through their business. Bring simple procedures for getting licence and loan. A separate Help Desk should be there in all Nationalised Banks mandatorily. Eligible applicants should get loans immediately based on their repaying capacity and genuineness.

Government should encourage MSMEs by giving the guidance and opportunities in various platforms. A website exclusively containing the best performing MSMEs across India state wise and engage them on various Government schemes. Top performers and MSMEs having a clean slate should be given with an Award of best performer. Banks should come forward to support such MSMEs with clean slate and sanction the loans on priority basis. A yearly seminar inviting all top MSMEs and make them to interact with some investors and help them to expand their business.
