To address the growing concerns in the present Accreditation and Ranking systems of the Government of India had constituted a High-Level Committee. This Committee considered the introduction of strategic reforms consistent with the vision of the National Education Policy 2020 and the need for adopting a simple, trust-based, objective and rationalized system for approval, accreditation and ranking of Higher Educational Institutions with a verifiable and secured centralised database through technology-driven modern systems. Methodologies for facilitating Ease of Doing Business for the stakeholders, duly facilitating students in making more informed choices for selection of institutions/ programmes were also considered by the Committee.

After a series of deliberations, a High-Level Committee has submitted its draft Report on ‘Transformative Reforms for Strengthening Periodic Assessment and Accreditation of All Higher Educational Institutions in India’ to the Department of Higher Education, Ministry of Education, Government of India.

In light of this, MyGov, in collaboration with the Ministry of Education, seeks feedback and suggestions from all the stakeholders for the finalisation of the report.

This report has now been placed in the public domain until 15th July 2023.

The Assessments should be on employability standards of the students. When the institution is not in a position to give employable students, Assessment Board should modify the curriculum immediately

The Assessment not only on infrastructure but also learning methods and curriculum. Relevancy of the curriculum with the present day requirements

The Assessment who can do it. Million dollars question. If the assessment is carried out by other universities, there may be a chance of adjustments between the universities.So there should be a board with retired professors from the universities of the globe.

This is good beginning the higher education institution must be reformed for the future generations students. it will help the rural students education.

Simplification of the Accreditation process, especially for the first cycle, and bring down periodicity for Re-accreditation to three years. Existing stipulation for annual re-approvals (by AICTE for technical educational programmes) could be done away with, if the scope of programme does not alter significantly. Include all HEIs and every programme in the newly proposed assessment and accreditation system, with due regard for their statutory dispensations (e.g. IITs). Consider the heterogeneity of HEIs in the country, categorise them based on their orientation/vision and heritage/legacy, and then seek information from the HEIs that are appropriate to their category (rather than a one-size-fits-all model in vogue currently).

Further recognising the need to simplify the accreditation process in line with the efforts of the National Assessment and Accreditation Council (NAAC), the National Board of Accreditation (NBA), and the National Institute Ranking Framework (NIRF), the report emphasizes the importance of streamlining and synergizing these entities.

The prestigious Indian Institutes of Technology (IITs) under the umbrella of a unified accreditation process, transitioning to a binary accreditation system, focusing on outcomes, establishing a new body for data validation and verification, utilizing crowdsourcing for data verification, implementing single-point data entry through APIs, imposing penalties for incorrect submissions, and providing mentoring to institutions that fall below the set standards.

Outcome-Based Assessment: Emphasize outcome-based assessment to evaluate the effectiveness of higher education institutions in achieving desired learning outcomes and producing competent graduates. Shift the focus from inputs and processes to measurable outcomes, including knowledge, skills, and competencies acquired by students. This approach will help align the assessment process with the expectations and demands of the job market and society.

Stakeholder Engagement: Involve various stakeholders in the assessment and accreditation process, including faculty, students, alumni, employers, and local communities. Seek their feedback and perspectives to gain a comprehensive understanding of the institution's impact and effectiveness. This can be done through surveys, interviews, focus groups, and other mechanisms to collect qualitative and quantitative data.

Continuous Improvement Approach: Promote a culture of continuous improvement by integrating periodic assessment and accreditation with ongoing internal quality assurance mechanisms within institutions. Encourage institutions to develop robust internal quality assurance systems that involve regular self-assessment, data collection, analysis, and action plans to address identified areas of improvement. This will ensure that institutions are engaged in a continuous process of self-reflection and enhancement.
