release funds only for actual payments, don't park money at the departments.To the extent possible don't even collect money from tax payers until you need it . let the money be used somewhere so that the country develops and GDP grows

How to capture PAN in transactions above Rs.5,000 in a easy way: Every PAN number can be assigned with a unique QR code. A person can keep a copy of his QR code in his wallet. Government can create a application for capturing PAN and transaction details for this purpose. Traders and business people can buy a smart phone or Govt can introduce a unique device to capture QR detail. By internet data connection these transaction details can be updated in a centralized DB for Taxation purposes.

Steps to increase Tax revenue and Tax evasion: Issuing Aadhaar card should be given more importance and Postal department and its offices with its huge presence can be made as a permanent place to issue the card. Link the PAN card with Aadhaar card and make the PAN card mandatory for every one who is conducting banking transaction for more than Rs.20,000 per day or more than Rs.2,00,000 in a year. Make PAN mandatory if the value of a service or purchasing a goods(product) is exceeding Rs.5000.

Use of e-Tender in all the projects from village to nation level will increase the efficiency of work, and eliminate corruption. Assets and Liabilities of every citizen should be recorded in a centralized database with unique ID, linking with Aadhaar Number. It should be mandatory to mention and record the unique ID in all future transactions. TAT should be set for each services offered as in Banks set by RBI. Independent audit be conducted on the projects&schemes implemented at regular basis.

There is need to plug the drain holes in financial world to minimize losses to individual as well as exchequer. For instance, the Government may not require to invest hugely on railway ticket management systems and software if the tickets are made 'non-refundable' to prevent multiple booking by any individual. This 'Zero refund" on cancellation of ticket would eliminate bogus booking of tickets and save on cash which can be invested elsewhere.
