To foster the spirit of 'Jan Bhagidari' and to infuse more transparency into the budget making exercise, thereby having people as partners in the process of budget making, the Union Ministry of Finance has decided to invite suggestions for Union Budget 2016-17.

Citizens are requested to submit their ideas and suggestions on the topics that are generally in the ambit of Budget proposals as presented in the Parliament each year.

Suggestions may be submitted either directly in the comments box or through attached PDF documents.

The last date for submissions of suggestions is 5th February 2016.

Allocate atleast 10% on Defence Purchases, 5% on R&D of Weapons in India, and 5% for establishing factories/shipbuilding yards/manufacturing units of weapons. Rest 80% can be utilized on other priorities.

Ask all regulators UGC/AICTE/MEDICAL COUNCIL OF INDIA/Universities to work out demand and supply prior allowing any new course approvaland funding. please stop non demand courses as government is investing and creating educated unemployed. Reduce funding for regular education through UGC and drastically increase funding to Vocational and Skill Education courses complying with National Skill Qualification Frame work under NCVT MES and ITI. Stop funds for NSQF non compliant course

Like defense pensioners, the pensionory amount of all central and state government employees should be free from income tax because highly expenses made on care taking, medicines and other general services due to physical inability to carry out their own work by senior citizens. They have to pay more in comparison of below 60 years. This provision should be made in the Union budget 2016 - 2017 to onwards.

#Union Budget - suggestions - contd. XXIV 1. Enhancement of funds for development of 'Smart Villages'. Rs. 5,000 crores is clearly insufficient for the head and scope needs to increase beyond 300 villages 2. Allocation to "MP's fund" also needs enhancement to give 'Sansad Adarsh Gram Yojana' a proper shape in a time bound manner. 3. Respected Sir,Following suggestions for Budget. 1.Provide major fund to start/increase the MBBS /Medical PG seats in government medical colleges throughout india, to save lifes and to promote medical Tourism in a big way.Start 1 medical college in each District, where there is no medical college, it can be under PPP/FDI 2.Provide Tax deduction upto 1 lakh for individual house holds who have installed solar plant. Deduction can be availed within 5 years, as the battery need to be replaced.

Respected sir, in budget 2016-17 pl introduce seperate deducion of investment in gold monetization scheme if one will deposit gold (jewellary & coin),not newly purchased but old one to control import of gold new deduction of 80 g donation one can carry over limit of 10% of total income (1 yr 10% , 2 yr 20% etc upto 7 yr)give it if not claimed in earlier year like depreciation to control traffic problem pl introduce tax/cess for every km of consumption of fuel with pre paid card by rto by chip

Respected Sir, There must be a budget for cleaning of highway (Specially dust collected beside divider) and road. if there is already something then a monitoring panel should be made for monitoring the work.

#Union Budget - suggestions - contd. XXIII Government is the principal consumer of energy / fuel in India. Mandatory Energy Audit, stricter controls, opting for cleaner and cost effective solutions. Government Offices, Indian Armed Forces etc. be helped to adopt renewable / solar energy equipment, modernisation of assets be provided special support, including national dams (Bhakra Nangal etc.), thermal plants etc. Regards, Rajkaran Singh Bhatti 9780005656
