#Union Budget - suggestions - contd. XXII 1. Introduction of 'green tax' on high polluting industries, products which are pollutants or whose use create pollutants. This will induce all concerned to adjust their lifestyles, upgrade technologies, look for cleaner and eco-friendly alternatives 2. Introduce 'congestion tax' on highways - during recorded peak traffic hours - to induce travellers to adjust their journey timings. Will save energy. Regards, Rajkaran Singh Bhatti 9780005656

respected Indian Govt., kindly look into the economics basics while preparing our budget. 1. Increase Plan Expenditure 2. Don't give too much focus to FRBM Act. consider the poorer section needs, while identifying right beneficiaries. 3. Expand the Tax base. 4. Focus on Land Reforms 5. Reduce NPA's 6. Skill up gradation should come from within the present education system and curriculum changes and not from the extra skill imposing activities.7. Focus on MADE IN INDIA too, Build more classrooms

b) Policy of disguise budgeting: A lot of money goes in for defence purpose and for advance weponary. The government can allot the money for defence budget like usual but delay the expenditure under any technical or other reason and then during the end of the financial year,it can be diverted to developmentary sectors. Genrally, the rival countries give more importance to the amount allocated in the budget and not to amount actually used. It can be done for random years,so that no one knows.
