To foster the spirit of 'Jan Bhagidari' and to infuse more transparency into the budget making exercise, thereby having people as partners in the process of budget making, the Union Ministry of Finance has decided to invite suggestions for Union Budget 2016-17.

Citizens are requested to submit their ideas and suggestions on the topics that are generally in the ambit of Budget proposals as presented in the Parliament each year.

Suggestions may be submitted either directly in the comments box or through attached PDF documents.

The last date for submissions of suggestions is 5th February 2016.

1. Increase the Standard deduction to Rs.5 lac for salaried class (can we run a family with a sum of Rs.20000/- per month which the current limit suggests?) 2. apply an IT rate of 20% for income from 10 lac to Rs.20 lac 3. TDS on interest on bank deposits for annual interest above Rs.25000/- only 4. Study cascading effect of high direct tax coupled with ever rising indirect tax on inflation 5. Allow educational expenses reimbursement to second issue of multiple births after the first child

I am an ordinary citizen with keen observations. I am not competent enough to make big suggestions on Budget making. Still I have made some observations and penned them so that we have a growing economy and a prosperous India. My vies, already published in pieces, are here in a single file. Hope honourable Finance Minister and his competent team find it of some use.

PRIVATISE AGRICULTURE: When we can have Tropicana fruit juice, Kissan Jam, Ashirwad Atta, Parle biscuits and so on then why can't we have farms like Kissan Agro with its orchards leased from farmers of the area. Big players will plough in a big way and bring highers yields. This will absolve farmers from taking loans and thus there will not be any suicide.

PVT INVESTMENT IN AGRICULTURE: Just like we have industrialists why can't we have Agriculturists? Land Bill could not be passed but allow private investments in farming. The Agriculturists will take land on lease from farmers after reaching an agreement with Gram Panchayats. They will bring seeds, machinery and experts and harvest the fields. Farmers will work on monthly salary and will also get a share in produce. The Agriculturist will sell his produce and earn profit.

LTC FACILITY: Why not continue Leave Travel Concession even after retirement. This is the time when one has time without worrying of getting leaves, has money, is relaxed and wants to travel and see places. Allow all retired people to avail LTC every two years with spouse. This will promote tourism in a big way and will be a great boon to elders.

My request is regarding the Deduction of Interest on home loan under Section 24(b) permitted for self-occupied and rented out. The maximum interest deductible for a self-occupied house is Rs. 2 lakh whereas there is no limit for the house, which is not self occupied. However, in the self occupied house categories some people stay in their own house whereas some people keep it locked. I feel persons occupying their house can be given the same deductions as those who have rented out their flats.

CHECK FREEBIES TO OFFICERS: Free sarkari phone and car is grossly misused. Landline phone is used by the family to make personal calls for free while the officer is in office or on tour. Similarly, govt car is used for shopping on weekends, attending family marriages, dropping kids to schools etc. Instead pay some amount for phone and give pick/drop facility in most cases. Only needful should get cars at residence. No official car on weekends/ holidays for anybody.
