To foster the spirit of 'Jan Bhagidari' and to infuse more transparency into the budget making exercise, thereby having people as partners in the process of budget making, the Union Ministry of Finance has decided to invite suggestions for Union Budget 2016-17.

Citizens are requested to submit their ideas and suggestions on the topics that are generally in the ambit of Budget proposals as presented in the Parliament each year.

Suggestions may be submitted either directly in the comments box or through attached PDF documents.

The last date for submissions of suggestions is 5th February 2016.

For civil crimes & low Criminal offenses instead of putting them in prison allow them to do community service. So instead of spending money to prisoners,we can generate income, also if they are not doing properly increase punishment periods.To this govt should establish a network of monitoring community cells which works under prison mgmt. Cleaning govt schools,roads, lakes,rivers,painting govt offices,govt hospitals etc. Govt should record the prisoners work, with picture & video as evidence.

Allow pan no to add with all purchases,like fuel,groceries,movie tickets, house hold article & market purchases,school or college fees, electricity, water bills, jewel purchase,insurance paid & everything. So users can add pan to all purchase.Using that they know how much service tax paid to govt. If a person paid too much give them returns or deduction in their income taxes. This also enable if a person showing low income but purchased lot every month showing they are hiding their incomes.

Building escalators in all railway stations is a time taking effective process, but till then govt can implement slopes in staircase steps in either middle, or left or right sides.So people carrying big suitcase & luggage's can easily roll them to cross the platforms. Now a days most of the suitcase bags coming with wheels,& also ready made metal carriers with wheels are available in market. But most of the railway station platform bridges lack slopes which are vital to reduce people suffering.

Suicide a big problem affecting family,economy,country. There are 5 types,1.Due to Finance problem,2.Due to career problems,3.Due to health problems,4.Due to personal life failure,5.Due to work harassment. Solutions:1.To handle finance,make law any authorized & unauthorized loans,lending,borrowings,jewel loans costing 0 to up to 10 lac should insured,if failure lender can't approach court using blank bankbook or other documents.Favor lender up to 25 lac there is no need to show source of income

Save lake to prevent floods,instead of saving all lake & pond,choose & save 1 lake out of 4 lake,remove silt & convert lake into 30 or 40 feet depth,Build concrete wall &build rain water reaching lake.First choose selected all lake in entire city/state & declare them national asset.Give contract every year to complete conversion of 1 lake per yr in a district.From rain water harvesting in-house form separate path to reach lake.when Lakes occupied by people, buy them & convert 1 in a yr.

Allow graduates,student or any people to submit their thesis papers,based on their validity provide funds from minimum 5-10 lac,to develop prototypes.Once they developed based on the review provide funds to produce mass level,for this provide funds from 20 lac to 5 crores,as loan without any documents.Set up private & govt board for each state to monitor & allocate funds.setup target of min 100 for each year to each state.promote all afternoon classes in schools up to 9 std for doing research.

Construct 1 mini stadiums for each 10 villages,1 sports hall in each village.Use both private & public funds.Allow private to run them for 20 yr contract.For all sports winners in each district level pay 10 lac, for state level pay 20 lac,for national level 1 crore, international level 2 cr.All republic day & independence day should be used to award set of winners from all games carried for 10 days,& display the selected game finals on that day.Create IPL like team for all games & play quaterly

When buying soap,oils,medicines,groceries,soft drinks is a big headache.People need to search for price,expiry date,manufacture date by keep on rotating the product. Some are in little fonts unable to read properly,some times price will be in one place,manufacturing date will be in one place,expiry date will be in another place. Bring standards,all details in bold & printed next to the name of the products with white background. On Failure bring LAW for customer to reach consumer court for fine.

Most of the Indian are not paying taxes and have all the facilities which are not availed by salaried class and corporate who are paying first direct taxes on their salary/profit and then indirect taxes on various services/products. As a pilot project, in this budget try to bring atleast all those living in the metro cities in the tax bracket by making it compulsory that any transaction of more than Rs.1,000/- in these metro cities are to be made only by cheque/debit card or credit card.

Still now India yet to develop a successful incineration methods to dispose solid waste which are occupying big land sites.So it is also an another area where nano technology & bio technology has to play & develop fast bio degradable incineration system. This is a big headache for all city corporation to find solution. The solution must be efficient & environment friendly & capable of disposing 5000 tones of solid waste in a single day, as this is what every city producing in a single day.
