To foster the spirit of 'Jan Bhagidari' and to infuse more transparency into the budget making exercise, thereby having people as partners in the process of budget making, the Union Ministry of Finance has decided to invite suggestions for Union Budget 2016-17.

Citizens are requested to submit their ideas and suggestions on the topics that are generally in the ambit of Budget proposals as presented in the Parliament each year.

Suggestions may be submitted either directly in the comments box or through attached PDF documents.

The last date for submissions of suggestions is 5th February 2016.

India can follow the china model of allowing foreign universities to operate in their country thereby saving precious foreign exchange we loose when Indian students go abroad to study.China has 26 foreign universities,15 from USA only,5 from UK,3 from germany ,2 from australia & 1 from singapore.We should pass the foreign education bill in parliament so that we improve our higher education system and more research collobration takes place so we can make our students more skilled.

#UnionBudget प्रधानमंत्री कृषि शोध कोष: भारतीय कृषि अनुसन्धान परिषद के संस्थानों में संस्थान द्वारा प्रायोजित शोध कार्यक्रम चलाये जाते हैं, जिनकी राशि का आवंटन एवं प्रभंधन अलग-अलग शोध कार्यक्रम का अलग नहीं होता बल्कि प्रत्येक संस्थान को करोड़ों रुपयों की हर शाल राशि आवंटित कर दी जाती है और उनसे यूटिलाइजेशन सर्टिफिकेट लेकर पल्ला झड़ लिया जाता हैI अतएव इसके स्थान पर प्रधानमंत्री कृषि शोध कोष स्थापित किया जाये एवं किसान कल्याण के लिए शोध कार्यक्रमों के लिए प्रस्ताव आमंत्रित करके राशि आवंटित की जाये

This is for deduction from income tax. it is seen that the individuals do not insist for generation of bills / invoices which leads to generation of black money. if the certain amount of deduction from Income tax is allowed from the tax paid like sales tax, service tax etc. will encourage demand of bill / invoices resulting in proper accounting of transactions even for kirana items.

Incentivize people for using plastic money. All debit/credit cards must ultimately be mapped either to aadhar or PAN. Make the usage of these cards easier, faster and safer. Also providing tax incentives, rebates/waiver of surcharges/proc fees for using these cards will go a long way in pushing people to adopt these payment systems.Mobile payment systems will also lend a hand in this digitization of all payments vision.

making PAN card mandatory for Gold purchases above 2 lakhs, seems to have backfired. people go under the radar by splitting bills, multiple purchases etc. To curb this, make Credit/Debit card mandatory for Gold/jewelry purchases for amounts exceeding 10k. Also, get a structure in place to track all gold from import stage to final consumer level. Similar to bank deposits, have a system in place to track multiple purchases or splitting of bills by a single person.

Economists say construction of houses is key to economic development of a country.Because this creates demand for goods and services which activates every segment of the production process by triggering a demand.Therefore we should not be limiting the Housing loan principal repayment with Rs 1.5 Lakh & Interest repayment with Rs 2 Lakhs.These limits are to be removed and any amount should be claimed under Sec 80C and Sec 24.With this entire country will flourish & prosper with high GDP & growth.

Dividends over Rs 1 crore should be taxed at 10% as many SMEs pay themselves dividends and pay only 15% tax. With Avg dividend yield at 1.5%, this will only tax people holding shares above Rs 66 crores Long Term Capital Gains SHOULD NOT BE TAXED, as STT is easier way to stem leakages, risk capital should be rewarded, frequent changes in tax policy should be avoided and RETAIL PARTICIPATION IN MUTUAL FUNDS, who have come with promise of LTCG exemption will go back to Real Estate, Gold

#UnionBudget Reviewing the long term Indian Council of Agricultural Research (ICAR) project for their performance: There are several network/ coordinated research projects each spending several crores, sponsored by Indian Council of Agricultural Research (ICAR) which are running for more than twenty years without any significant contributions. Nobody is accountable for the targeted outcome and these projects need to be stopped immediately.

When I was working in CTS,Bangalore I faced harassment,retaliation,sidelining,workplace bullying from my immediate supervisor and some colleagues.My salary also was not paid properly.They were stealing my ideas and knowledge.This kind of crimes must be stopped and perpetrators must be punished.This kind of companies have been damaging the faith of the people in rule of law.So in this budget tax exemptions must be stopped for this kind of companies which violate the rules.

Make all payment of wages,salaries, daily wages etc to workers, labourers, employees, Mandatory through Bank Account for ALLOWANCE of EXPENDITURE under the Income Tax ACT to boost income Received in the hands of beneficiaries. This shall avoid accounting for bogus Cash payments and claim for expenditure.would help beneficiaries getting all benefits extended by the Government like PF, ESIC etc.
